THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0101-13 SEXUAL ASSAULT PREVENTION & RESPONSE OFFICER (TITLE 5), Position Description Number T0069000. APPOINTMENT FACTORS: This position is a Title 5 Temporary Promotion vacancy NTE one year in the Excepted Service. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Exercises supervisory personnel management responsibilities. Serves as State Sexual Assault Prevention and Response Officer (State SAPR) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements. Develops, manages, and assesses climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutants General (TAG) Directs efforts to prevent re-victimization to affect a zero-tolerance policy for retaliation. Ensures that SARCs have the support and resources needed at the unit to reinforce TAG SAPR priorities and validate that SAPR program plans are effective across the Brigades and Wings leadership. Reviews issues, concerns, and formal complaints from the SARCs and VAs for possible forwarding to NGB. Oversees work to be accomplished by Brigade and Wing SARCs, to include Alternate (Alt) SARCs and VAs to support Brigade and Wing Commanders; sets priorities and establishes schedules for work completion. Provides budget execution and spend plans to NGB J1-SAPR. Assessments include consideration of complicating factors at the Brigade and Wing to confirm efficacy of processes, procedures, and training. Coordinates or conducts as required or requested State Assistance and Assessment Visits (SAAVs) with NGB SAPR. TAG’s principal advisor responsible for understanding, implementing, and communicating DOD and NGB policies and guidance. Reviews Sexual Assault policies and programs to identify barriers, if any, and advises TAG relative to their impact on National Guard policy to overcome high-risk areas and potential offender behaviors. Consolidates and communicates data and trends to leadership and relevant stakeholders. Performs other duties as assigned.

Requirements

  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Per National Defense Authorization Act (NDAA) of fiscal year (FY) 2017, Veterans who are retiring from active duty have a 180 day waiting period before an appointment effective date can be established.
  • Background checks against all records as required by law, OPM, DOD, Army, Air Force, NGB policy and regulation will be conducted.
  • Requires successful completion of an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain D-SAACP Certification within 6 months of hire.
  • Management retains the right to terminate the temporary promotion action without further notice. Selected individual will return to their former position when the temporary promotion is terminated.

Qualifications

GS-13 SPECIALIZED EXPERIENCE: Must possess at least one year of experience, education or training equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector which provided the ability to analyze problems, identify significant factors, gather pertinent data and recognize solutions; prepare reports, plans policies and various correspondence; evaluate objectives and develop plans to facilitate the availability and effective utilization of various social science resources and knowledge of the organization and its mission and utilized the organizational staff procedures. This specialized experience must also include the ability to apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative professional, personnel or substantive administrative support functions and experience in managing the function of the work to be performed and experience which includes leading, directing and assigning work of personnel.

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. (Include legible copies of transcripts showing awarded degree with application.)

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

OR

Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree.
