The key role of this position is to maintain precise and timely submission of the time and attendance records for Business Office Employees and perform timekeeping duties and responsibilities such as posting time and attendance, validating timecards, and logging authorization documents associated with Business Office employees via Veterans Affairs Time and Attendance System (VATAS), including Title, 38, Hybrid Title 38, Title 5, part-time, full -time, and Fee Basis employees.
Duties
Acts as the primary timekeeper for the Business Office and as theSubject Matter Expert regarding timekeeping, leave and the VA Time and Attendance Systems (VATAS)
Provides orientation to the Time and Leave system to all new alternate timekeepers, and new supervisors to ensure continued competency in the use of the PAID system
Incumbent also acts as a reference/mentor for alternate timekeepers
Updates employee timecards in VATAS accurately to reflect employee tours of duty, leave, Overtime/Comp Time (OT/CT), etc. each pay period. Keeps track of leave time available for each employee in the Business Office and reports deficiencies to the appropriate Manager or Supervisor
Pulls LWOP/AWOL reports weekly for the service chief
Maintains FMLA paperwork, jury duty information and any other documents required for time keeping audits
Contacts employees at various levels in the organizational structure to clarify and resolve timekeeping issues and problems
Instructs employees on how to use the leave menu and refers to appropriate leave and time and attendance
Obtains additional information or clarification on problems with or pertaining to time scheduling, leave and overtime errors for correction
Enters time approved by supervisors into the VATAS system
Investigates inquiries or questions from supervisors and/or staff regarding pay and leave
Explains rules and regulations used to reach conclusions
Provides explanations to different levels of staff rules and regulations pertaining to differential, holiday pay/holiday excused, part-time hours, unscheduled hours, and the differences between Title 38 and Title 5 and Family Friendly Leave Act, Advanced Sick Leave, and Advanced Annual Leave
Works closely with Fiscal, Payroll and Supervisors
Ensures automated records are accepted by the VATAS system and transmitted to payroll processing center
Prepares corrected timecards via VATAS system and obtains approvals timely
Assists in entering Proxy requests when employees are unable to enter their own leave requests
Responds to supervisors' Workers' Compensation questions
Provides information regarding requests for leave without pay, continuation of pay (COP), and other associated on-the-job injuries and time questions
Informs back-up timekeeper of new or changed procedures and other time and attendance issues such as leave requests, materials/documents for military leave, extended leave, jury duty
Prepares memos as needed for employees who need to request advanced leave
Uses varied functions of multiple office automation software to produce a wide range of documents, formats, etc
Uses word processing software to create, copy, edit, store, retrieve, and print forms, memos, and letters and lengthy reports; uses existing database or spreadsheet software to create, enter, revise, sort or calculate, and retrieve data for reports
Establishes, updates, and maintains office records of various types
Uses a variety of automated systems (e.g., records management, electronic forms, electronic publications library, time, and attendance, etc.) and non-automated systems to perform various clerical duties
Establishes, files, maintains, purges, and disposes of office records/files in accordance with regulations and procedures
Updates and enters data into electronic files or systems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Experience in timekeeping, clerical, customer service, and computer skills is requested but not required.
You may qualify based on your experience and/or education as described below:
Specialized Experience: One year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: accurately entering data into a variety of computer programs; maintaining time and attendance records for a group of staff; performing receptionist duties to include correctly routing visitors and phone calls; maintaining electronic and/or paper records: (NOTE: If you are using experience to qualify, please ensure your resume demonstrates that you have performed these or similar duties); OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school (TRANSCRIPTS REQUIRED); OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school.

Physical Requirements: The work is sedentary and most of the duties are performed sitting in a chair at a computer terminal. May require some walking, standing, bending, climbing stairs, and carrying and/or
lifting of light items such as papers and books. No special physical demands are required to perform the work.
