SUMMARY: The primary purpose of this position is to serve as an Education Services Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion (cont'd in Duties).

SUMMARY: The primary purpose of this position is: to plan, implement, administer, and advise on Education and Training Flight's (ET&F) academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian members, and their families.
**This is a developmental position with known promotion potential to the target position of Education Services Specialist, GS-1740-09. Incumbent works closely with supervisor in performing duties identified in full performance personnel document.**
RESPONSIBILITIES - DUTIES
GS-1740-07 TARGET 09:
Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist.
Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity.
Participates in special initiatives, studies, and projects. Works with other specialists in planning and conducting special initiatives, studies, and projects.
Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related document.

Provides individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels.
Serves as technical expert on a variety of educational programs. Evaluates individual's potential and eligibility for a multitude of programs to include Community College of the Air Force (CCAF), Air Force commissioning, Defense Activity for Nontraditional Education Services (DANTES), non-resident professional military education (PME), and VA ed Provides mass briefings and a variety of outreach and customer services duties. Prepares and conducts periodic outreach efforts for groups or units and promotes educational programs.
Performs a variety of administrative duties related to the educational counseling program. Maintains program information and prepares a variety of reports or feeder information as required.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.
1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-1740-07 and I have one year of specialized experience as defined above equivalent to the GS-05 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, public or private sector) which includes knowledge of the basic principles, concepts, and methodology used in Education and Training. Ensuring compliance with education regulatory requirements and governing directives; experience in completing Education Services duties and responsibilities described with the position; initiating and responding to telephone/e-mail inquire when there are questions regarding education policy. NOTE: You must submit copies of your transcripts.
OR
EDUCATION: Applicant meet the basic education requirements for the GS-1740-07 and I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; Or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant meet the basic education requirements for the GS-1740-07 but I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduated-level education as described in the job opportunity announcement. SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-1740-09 and I have one year of specialized experience as defined above equivalent to the GS-07 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, public or private sector) which includes knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. Knowledge of education theories, principles, and techniques, and the ability to use those techniques to gather educational and personal information in order to advise individuals regarding educational and vocational needs/opportunities. Knowledge of military and civilian occupations and occupational trends and the physical, mental, educational, and experience requirements of various occupations applied with a knowledge of educational institutions and programs to make appropriate recommendations, practices, and techniques of educational instruction. EDUCATION: Applicant has successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. 3. Ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis.
4. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis.
5. Skill in conducting interviews and delivery of formal and informal presentations and briefings.
