This position serves as a Digital Communications Specialist overseeing public communication through the USPTO website and other digital outlets and OCCO's role in website governance.

Duties

The physical worksite for this position is located in Alexandria, Virginia. TELEWORK: This position is eligible for maximum telework eligible per agency and business unit discretion/policy. REMOTE WORK: Remote work may be available on a case by case basis. Prior to the start date, you may be given the opportunity to elect to work from the Alexandria headquarters, from an alternate/home location within the United States (defined as the 50 United States, the District of Columbia, and Puerto Rico), or a combination of headquarters and alternate location. Your salary/pay will be based on your selected worksite geographical location. The nature and scope of telework opportunities will be subject to the unit's telework policy and any applicable bargaining unit agreements. This position is located in the Office of the Chief Communications Officer (OCCO). This rewarding position on a great team is for you if... You look forward to planning and coordinating content and enhancements for a public website. You have the expertise to serve as Product Owner in the Agile development of uspto.gov. You possess the creativity to plan improvements to the uspto.gov informational website to meet the robustly growing percentage of customer web visits each month. You excel in communication skills in order to advise leadership on how to ensure online content is well-designed, timely and appropriate, advances key agency and administration messaging, and is kept up to date. You're ready to provide website metrics to OCCO management and monitor effective benchmarks for measuring the impact of program efforts. You have experience providing strategic direction for digital communication tools to support a mission. You're willing to serve on the Web Advisory Council (WAC) and Web Executive Board (WEX), in determining the standards, policies and procedures for USPTO's digital websites, and as a forum for providing business unit input about how Web content is presented.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS12: The next lower grade level is a GS-11. Specialized experience for this position includes: Experience researching, developing, and executing new ways to maximize the use of digital tools (website, mobile, web analytics tools, and other emerging online platforms). Experience developing online/web standards, processes and/or policies governing the usage of digital tools for an organization. Experience creating content within a content management system (Drupal/Wordpress/etc) for an organizational website. Experience working on a team that prioritizes improvements through an agile development process. GS13: The next lower grade level is a GS-12. Specialized experience for this position includes: Experience researching, developing, and executing new ways to maximize the use of digital tools (website, mobile, web analytics tools, and other emerging online platforms). Experience developing and implementing online/web standards, processes and/or policies governing the usage of digital tools for an organization. Experience managing content and/or development within a content management system (Drupal/Wordpress/etc) for an organizational website. Experience planning, organizing, and leading a team that prioritizes improvements through an agile development process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
