This position is located in Christiansted National Historic Site, in the Natural Resource Management Department. Open to the first 100 applicants or until 10/10/2023 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

As a Biologist/Physical Scientist, you will perform the following duties: Coordinating park natural resources programs to achieve broad protection strategies and prevent human impacts. Conducting complex, scientifically credible protection, mitigation, and restoration projects to restore and/or maintain the integrity of critical habitats, native plant and animal communities, managed landscapes, and physical resources such as air, water, geology, caves, and fossils. Independently and as a member of a team develop and manage natural resource projects, acting as project manager or specialist (PMIS), contracting offer representative (COR) and agreement technical representative (ATR). Preparing information for the park education program and making presentations in parks, public gatherings, and professional meetings. Preparing reports for specific projects. Assist with the completion of compliance packages for Park projects. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-10/10/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. This is an interdisciplinary position which may be filled in any of the following occupational series: Biologist - 0401 or Physical Scientist - 1301. To qualify for one of these GS-09/11 grade level job series, you must below by close of the announcement: Basic Requirement for the General Natural Resources Management and Biological Sciences Series 0401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include a copy of your transcripts. Or Combination of education and experience: Courses equivalent to a major, as shown in above, plus appropriate experience or additional education. You must include a copy of your transcripts. Basic Requirement for the General Physical Science Series, 1301: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. You must include a copy of your transcripts. Or Combination of education and experience: Courses equivalent to a major, as shown in above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must include a copy of your transcripts. In addition to meeting one of the basic entry qualification requirements listed above, applicants must also have specialized experience and/or directly related education, as outlined below: For the GS-09 level: Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assisting with the development of scientific monitoring protocols to assess status and trends; partnering on resource management projects (e.g., vegetation, wildlife, sensitive species, exotic and pest species projects, fisheries, air and water quality, soils, geology, hydrology, paleontology, and/or range management projects); and assisting with the preparation of environmental assessments. You must include hours per week worked. Or Education: Successful completion of two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. You must include a copy of your transcripts. Or Combination of Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. To compute this percentage, first divide the total months of qualifying experience by 12. Then divide the number of completed progressively higher-level graduate education (that are in excess of 18 semester hours) by 18. Add the two percentages together; the total percentage must equal at least 100 percent to qualify. NOTE: Only graduate education in excess of more than one-year may be used to qualify for the GS-09 level. You must include a copy of your transcripts. For the GS11 level: Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: developing scientific monitoring protocols to assess status and trends; leading resource management projects (e.g., vegetation, wildlife, sensitive species, exotic and pest species projects, fisheries, air and water quality, soils, geology, hydrology, paleontology, and/or range management projects); preparing reports from analyzing scientific information; and preparing environmental assessments. You must include hours per week worked. Or Education: Successful completion of three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include a copy of your transcripts. Or Combination of Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. To compute this percentage, first divide the total months of qualifying experience by 12. Then divide the number of completed progressively higher-level graduate education (that are in excess of 36 semester hours) by 36. Add the two percentages together; the total percentage must equal at least 100 percent to qualify. NOTE: Only graduate education in excess of more than two-years may be used to qualify for the GS-11 level. You must include a copy of your transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
