This position is located at the Rosebud Comprehensive Health Care Facility in Rosebud, SD. The position is responsible to manage, advise on, analyze, and supervise the use of diagnostic and therapeutic medical records in the Health Information Department.

Duties

Responsible for the administrative management of health records which includes managing, directing, designing and advising on computerized health information programs, systems and processes for the facility. Develops and implements policies, processes and procedures to process computerized medical records, medical-legal documents, insurance and correspondence requests for information. Establishes and monitors performance improvement and quality assurance program for medical records and establishes and coordinates quality control measures. Assigns work, reviews performance, establishes performance plans, approves leave, provides training, interviews and makes or recommends on selections, disciplines, awards, resolves minor grievances or complaints, provides orientation on administrative matters, and recommends or approves promotions..

Individual Occupational Requirements OPM LINK: Medical Records Administration Series 0669 (opm.gov) Specialized Experience: Examples of qualifying specialized experience include: Planning, developing, and directing a medical records program for a health care facility that meets both institutional goals and standards of accrediting agencies. Evaluating and analyzing the organization and operation of medical records services, including medical records and indexes, and recommending and/or implementing appropriate revisions and modifications. Assisting medical and administrative staff in evaluating the quality and appropriateness of patient and health care services. Designing information systems to collect, analyze, monitor, report, and maintain privacy and confidentiality of patient and institutional data for health care related programs, and evaluating and implementing changes to assure the reliability of data. Developing and implementing policies and procedures for processing legal medical documents and insurance and correspondence requests in accordance with Federal, State, and local statutes. In addition, to the Individual Occupational Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: GS-12: One (1) year of specialized experience equivalent to at least the GS-11 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Ensures that principal and secondary diagnoses are properly ranked and sequenced, co-morbidities and complications are accurately documented and coded; supervises the completion of vital statistics and preparation of statistical reports; ensures medical records are complete and accurate so correct information is available for future care and treatment, research and training; determines the validity of subpoenas from federal, civil and tribal courts; assists in developing performance improvement monitors in problematic and/or non-compliance areas of the Health Information Management department. Selective Placement Factor - Must be a certified coder recognized through the American Academy Professional Coders (AAPC) or American Health Information Management Association (AHIMA), (Must provide a copy of your certification with your application). Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. You must meet all qualification requirements within 30 days of the closing date of the announcement. Time In Grade (Merit Promotion Candidates Only) Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
