This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Security, International Security Programs Division, the U.S. Agency for International Development (USAID).
Duties
Manage existing training programs: organize and distribute learning materials, arrange facilitators, run audio visual equipment, and reserve training rooms and transportation. Communicate with and register participants.
Use research, feedback, and evaluation data to acquire and apply new knowledge and skills. Use training, strategic plans, feedback, and other opportunities for self-learning and development.
Write clearly and communicate in an organized manner. Edit written work with attention to detail.
Organize work, set priorities to meet new and existing deadlines, and regularly communicate resource needs and progress. Determine short or long-term goals and strategies to achieve them.
Use computers, software, applications, databases, and automated systems to accomplish work. Share documents and spreadsheets to collaborate and accomplish tasks; draft Agency notices or cables for approval; and make print requests for materials.
Obtain knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.

- Must be able to obtain and maintain a Top Secret/SCI Security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Basic Requirement:
Bachelor's or graduate/higher level degree: major study in an academic field that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Developing training and education programs for an agency, organization, or division; (b) Managing training programs in compliance with federal law, regulations, and agency or organizational policies; (c) Evaluating programs to determine best practices to improve employees' skill sets; AND (d) Assisting with meeting an agency or organization's mission.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
