The Human Resources Specialist (Generalist) for the VISN 8 Network, Human Resources Management Service at the West Palm Beach VA Medical Center is responsible for matrix reporting to the Senior Strategic Business Partner (SSPB) and will be the point of contact for HR as it pertains to project management, performance measures, workforce planning, HR administration, reports, classification, congressional, HR action items, and Workforce Management reports.

Duties

VA offers a comprehensive total rewards package: HR Specialist Total Rewards The Human Resources Specialist, Generalist is responsible for matrix reporting to the Senior Strategic Business Partner (SSPB). Will be the point of contact for Human Resources as it relates to budget and administration, project management, performance measures, workforce planning, HR systems administration, reports, classification submissions, congressional replies, coordination of HR action items, Workforce Management submission report, etc. Analyze, develop, implement and monitor a comprehensive position management program; assist managers with position oversight, and human capital utilization. Major Duties and Responsibilities include: Oversee the HR information technology programs by serving as Program Administrator, assisting and making recommendations regarding system updates; provides training and ensures HR Staff is made aware of any changes, problems, systems updates, etc. Develops and maintains manuals, instructions and operating procedures for assigned information systems. Conducts research, collects and analyzes data reviews and prepares reports, including proposals in all area of human resources for budget, performance measures, etc. Works closely with individuals outside of the HRMS in solving administrative, systems, HR database, budgetary performance measures of staffing issues. Supports each function of HR from an administrative prospective including HR Action Item Coordinator, order supplies for HR, track and monitors HR systems, assist staffing in gathering needed items, receives reports from HRIS, works the reports in HR systems, ensures HR compliance on a weekly basis. Helps on site with benefits, leave and processing request. Helps submit LEAF submissions from managers. Serves as the POC for the VISN office on HR items needed. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Compressed/Flexible: May be available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Supports each function of HR from administrative prospective including Action Item coordinator, congressional replies, program administrator, prepares reports, serves as strategic planner, performs a wide variety of administrative and financial duties associated with Human Resources. Keeps the SSBP informed of actions as necessary; maintain and track available resources and makes recommendations to the SSBP. Serve as budget and financial advisor for SSBP. Process mass personnel actions related to HRIS Bulletins, HT38 conversion. Knowledge of and skill in applying a wide range of HR laws, regulations, principles, and serve as a consultant in providing advice to managers and employees. ~OR~ Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
