This position is located in the Washington, DC Commuting Area in the Bureau for Development, Democracy and Innovation at the U.S. Agency for International Development (USAID).
Duties
Leads and supports efforts addressing critical interdisciplinary issues, emerging priorities, technical development and engagement at varying levels. Connects people, tools and resources across the Agency and the broader global development landscape.
Provide insights and evidence to improve programming, build and synthesize evidence across multiple countries, regions, sectors, and programs. Encourages learning and innovation, ensuring resources are allocated for technologies of the future.
Provides guidance for successful digital finance interventions while encouraging innovation and integrated, cross-cutting approaches. Address key drivers and obstacles for strengthening digital finance partnerships with new/nontraditional actors.
Improves access to information and evidence for digital finance by generating, aggregating, and disseminating information on current trends and best practices.
Demonstrates experience in engaging with a broad range of organizations and potential partners on shared development goals, and reducing barriers to engagement with the Agency to strengthen collaboration and diversify the digital finance portfolio.
Leads intra- and interagency policy and programming for digital finance stakeholders via regular meetings, roundtables, and high-level events to discuss shared priorities and catalyze further collaboration.
Requirements
- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a Top Secret/SCI security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:
Developing plans, policies and structures related to digital finance to include but not limited to new innovations such as virtual currencies and blockchain.
Leading the development and implementation of holistic, organizational systems;
Coordinating organizational plans and policies to accomplish cooperation efforts and manage teams; AND
Leading cross-sectoral cooperation (policy, strategic planning, and travel) to accomplish organizational goals or objectives.
Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
