The duties of the Lead Pharmacy Procurement Technician is above the full performance level for pharmacy technicians. The incumbent is responsible for ensuring timely and high-quality work from the pharmacy technician staff as well as procurement of all prescription and non-prescription medications and supplies, inventory control, and pharmaceutical waste disposal for VA Philadelphia Healthcare's Pharmacy Service.

Duties

This is above the full performance level for pharmacy technicians. Employees at this grade level must be certified by the National Pharmacy Technician Certification Board {PTCB) and serve primarily as the Lead Procurement technician. The incumbent is responsible for assuring facility compliance with all applicable laws, regulations, directives, policies and procedures applying to the procurement, storage, transfer, inventory and accountability of controlled and non-controlled medications and medical supplies. This position requires significant independent decision making with minimal supervision. The areas of responsibility include but not limited to: Budget Management Inventory Management Drug Recall Management Generic drug product selection Procurement of all types of Pharmaceuticals to include controlled substances, investigational medications, supply items, Non-Formulary medications, parental medications as well as over-the counter and all other prescription medications. Pharmacy Automation support and management Assist in the Management of the Emergency Medication Cache Material Data Safety (MDS) Other Duties as Assigned Acquisition Support: The incumbent works to insure that inventory levels of medications and medical supplies for all pharmacy divisions are managed so that patient care is not impaired due to insufficient stock or the unavailability of a therapeutic alternative. The incumbent knows what actions should be taken and may take these actions without assistance. Communicates directly with the manufacturer, pharmaceutical representatives, or both, with approval of pharmacy management, in maintaining sufficient supplies to meet the needs of the medical center for medications that are in short supply, either on a regional or national basis, and uses this information to coordinate patient care activities with drug availability and delivery schedules Ensures that all procurement technicians are processing received invoices, 1358 Forms, and electronically pay daily invoices. Conducts audits of prime vendor and open market purchases to ensure compliance with FAR and VAAR. Budgeting: Provides expertise and assists in annual budgeting projections for Pharmacy Service. Provides general cost analysis for pharmacy procurement in addition to cost analysis that are needed due to specific request from the National, VISN or local Pharmacy and Therapeutics (P&T) Committees and any additional analysis required by the Medical Center or Pharmacy Administration. Returns: Assists and coordinates actions with Fiscal and Supply Services and manufactures or their representatives to arrange the return and credit arrangements for return of outdated and deteriorated medication stocks to ensure the pharmacy control point is properly credited. Ensures that all pharmacy divisions coordinate with a third party vendor(s) to segregate stock for credit arrangements on outdated, deteriorated or returned medications on a minimum of a quarterly basis. Makes pharmacy personnel aware of drug shortages and recalls and removes recalled items from the pharmacy and patient care areas and makes provision for their removal from the medical center. Administrative: Reviews and updates all Pharmacy Service policies pertaining to procurement of medications, medical supplies and pharmacy consumables. Generates budget, cost analysis, hazardous waste, GEMS and other reports as needed. Assists with the training, orientation and re-training of employees to Pharmacy Service procurement policies and procedures. Assists with audits of all purchase card holders quarterly as required. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education or Experience. A high school diploma or equivalent; or at least 3 months experience. Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. Grade Determinations: GS-8, Pharmacy Technician Experience. One year experience at the next lower level (GS-7) and must fully meet the KSAs at the next lower level. Examples of specialized experience at the next lower grade (GS-7) include, but are not limited to: evaluate, analyze workflow, and coordinate work activities; analyze data to generate reports and/or for other projects/statistical purposes; knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff; knowledge of the operation and care of specialized pharmaceutical equipment; knowledge of the procurement and formulary process; knowledge of investigational drug policies and procedures; knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures; knowledge of, and ability to, analyze data in VA information systems. In addition, the candidate must demonstrate the following technical KSAs for the GS-8 and the potential to acquire the assignment specific KSAs designated by an asterisk: *1. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments) *2. Ability to apply management and leadership principles. 3. Ability to communicate orally and in writing. 4. Extensive working knowledge of the pharmacy operation. 5. Ability to assess staff needs and provide appropriate training.
