This Financial Manager position is located in the Fiscal Service at the VA Connecticut Healthcare Systems location. This position is full-time at 40 hours per week. This position is a Detail ending January 15, 2024. Travel costs will be covered.

Duties

Plans, organize, and directs the Fiscal Function for the VAMC including guidance to services and the Executive Leadership team on the VAMC's financial position. Serves as the facility subject matter expert in all areas of finance, budget and accounting, including advising senior management on all financial-related issues. Serves as the front line supervisor for the Acting Assistant Financial Officer, with general oversight of Budget, Accounting, Specialty Revenue Unit, Payroll and MCAS. Develops and executes a budget and keeping the Deputy Director appraised on all budget-related issues. Responsible for the assignment of work, establishment of priorities and deadlines, as well as monitoring productivity of employees. Ensures timely initiation of recruitment activities, including the selection and onboarding of positions within Fiscal Service, as well as compliance with HR functions including performance plans and hiring practices Provide a monthly summary report that summarizes VACHS affordable FTEE, as well as presentations and guidance to the facility Resource Management Board. Facilitate and complete discussion with Service Chiefs and service lines to form an overall budget VAMC for the upcoming fiscal year, as well as budgets for services. Provides programmatic and operational support by communicating financial projections as well as supporting emergency management and emergency contracting, Provide monthly report to the ELT that summarizes the facilities year-to-date actual expenditures compared to projected year-to- date and end-of-fiscal-year expenditures for all budgetary resources Executes the operational budget in including financial close out of the fiscal year. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement:Education: This position requires professional accounting knowledge. You must meet one of the two basic education requirements described below in order to receive further consideration for this position: 1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included orwas supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")-OR- 2. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accountingexperience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: · Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. · A certificate as Certified Public Accountant or a Certified Internal Auditor. · Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement in accounting, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement of obtaining a degree in accounting or in a related field such as business administration, finance, or public administration, and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. -AND- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing timely financial advice required to make effective decisions and provide for proper program planning; budget experience with short and long-range planning involving scope of program and overall policies and procedures for a medical center, providing analysis and advice in the design, adaptation or installation of automated accounting systems; administering an accounting system; performing financial audits of accounts and financial records; preparing a wide variety of cost reports and balance sheets; ensuring fiscal transactions are accounted for and in compliance; planning, organizing, directing, and reviewing the work activities of a group of subordinates.
