THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Security Officer, Position Description Number D2643000 and is part of Advanced Program Office of the 158th Fighter Wing of the Vermont Air National Guard.
Duties
The purpose of this position is to supervise the Wing APO consisting of multiple security disciplines in the implementation and oversight of the Wing's fighter and bomber Weapons Systems SAPs. Incumbent will develop goals and objectives that integrate SAP security requirements that support military, civilian, and contractors to include all assigned and/or attached units and that meet, Air Force and Air National Guard (ANG) objectives. Additionally, Deputy Chief may oversee contractors working within Wing SAP facilities and in rare instances may act as the COR.
1. Exercises supervisory personnel management responsibilities. Under the supervision of the Chief of the APO and the Wing Commander, this position directs, coordinates, and oversees work through APO Integration staff and supervisors. Responsible for decisions, management, oversight and quality control of personnel matters, including assignment/promotion recommendations, performance ratings, awards and other recognition, mentoring, contractor statements of work and acquisition plans and decisions.
2. In rare instances may act as the Contractor Officer Representative (COR) overseeing contractors working within Wing SAP facilities. Reviews developmental needs of staff supervisors and makes decisions on non-routine, costly or controversial training needs or requests for APO employees. Discharges security responsibility by ensuring education and compliance with security directives for staff with access to classified or sensitive material. Recognizes and takes appropriate action to correct situations posing a threat to health or safety of subordinates. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Approves and validates necessity of and related expenditures for official government travel. Identifies subordinate developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Develops, modifies and interprets performance standards and relays expectations to subordinates by providing regular feedback on job performance. Holds subordinates responsible for unsatisfactory completion of work assignments and appraises performance ensuring consistency and equity in rating technique. Hears and resolves subordinate complaints and refers serious unresolved complaints to higher-level management. Initiates actions to correct subpar performance or conduct. Implements disciplinary measures in situations where warranted and prepares documentation to support actions taken. Demonstrates sensitivity to subordinates' ideas and promotes environment in which subordinates are empowered to participate in and contribute to effective mission accomplishment. Encourages self-development through education, mentorship and followership initiatives. Approves the master leave schedule ensuring adequate coverage for peak workloads and traditional holiday vacation time. Recommends awards for non-supervisory personnel and changes in position classification for the organization. Monitors the quarterly and annual award recognition program for the APO.
3. Serves as Deputy Chief of the Wing Advanced Programs Office. Responsible for developing, coordinating, and implementing policies on the near-term operational and emerging classified capabilities for the Wing. Incumbent works under the direction of the Chief of Wing Advanced Programs and the Wing Commander. Position supports the commander in operational planning and analysis in order to provide optimal recommendations for the employment of Air National Guard capabilities. This position shall apply expert analytical and evaluative skills to determine the actions necessary to support a variety of major missions and operational plans; ensures planning inputs are strategically and operationally sound, logistically feasible and supportable. Provides rapid support and reach back in support of contingencies and exercises. This position will provide security-based operational perspectives and advise commanders and other senior leaders in the wing on the employment of Air National Guard capabilities for achieving necessary joint warfighter effects. Incumbent will establish, review, and revise policies, procedures, and mission objectives to eliminate work problems or barriers to mission accomplishment.

- Must be able to obtain and maintain a TSI with access to SCI and SAPs.
- This position is designated a national security position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Air National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians.

Minimum Requirement: To qualify for the GS-12 expert career level in the Security Administration Series GS-0080, the applicant must have least 36 months experience in the Security career field or intelligence career field to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities. Apply the following specialized competencies (Knowledge, Skills, and Abilities) factors, as applicable to the seven organizational disciplines of Series GS-0080 and each discipline's requirements.
Specialized Experience: To qualify, must have experience in formulating and implementing the Wing's information protection functions and activities. Experienced in managing the program's plans, processes, and policies. Experiences include establishing and adjusting short and long term priorities. Competent in establishing metric and analysis systems to assess the program's efficiencies and effectiveness. Experiences include work that involved anticipating and planning for unexpected changes in system designs, equipment developments, or comparable aspects of various equivalent projects. Experienced in evaluating requirements for additional resources and balancing organizational needs with mission requirements and resource interests. Capable of identifying the program's needs and priority changes and experienced in executing those changes as required with full control and monitoring skills. Experiences included establishing review systems and procedures that ensured governmental information protection requirements were validated, enforced, monitored, and maintained. Skilled in economically operating the Information Protection program to identify areas, activities, and tasks that need revisions and improvements. Experienced in administrating guides and developed procedures that ensured the Wing's Information Protection Staff employees and Security specialists executed converged, multi-disciplined, and risk-based approaches to address assessments and self-disciplined reviews for Air Force supported and supporting missions and operations. Competent and very capable in presenting briefs to senior leaders on Information Protection program's business accomplishments, forecasted events, goals, objectives, and areas of concern. Competent and very capable to read and write reports concerning the program's business accomplishments, forecasted events, goals, objectives, and areas of concern. Competent in presenting facts, written or orally, to defend and/or applaud the Wing, Major Command, and Air Force programs' progress, priorities, interests, and discoveries. Experienced in establishing a resource program that provided comprehensive information to the Wing Commander, Major Commands, and Air Force to support and address program cycle input. Experiences include addressing questions concerning the allocation of resources and program work requirements that obtained necessary resources to affect Information Protection programs in the Wing. Competence levels ensured Information Protection program requirements were considered and included in new or revised operational, technical, or administrative Wing programs, facility structures, or equipment changes. Experiences included a wide-range of activities and responsibilities in monitoring and protecting Wing specific programs.
Must have experiences in managing and supervising work functions and discipline requirements. Experienced in conducting employee performance evaluations; mentoring junior officers and enlisted squadron employees, managing resources and budgets; and directing assigned work, and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations. Must have experiences in planning and scheduling work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences included Information Protection program training and guiding employees on programs and through assigned tasks. Experiences involved balancing Information Protection program requirements and providing advice, guidance, and direction on a wide variety of the program's policies and employee performance administrative issues. Experienced in structuring assignments to create effective and efficient procedures that resulted in measuring improved task processes. Previous supervisory experiences created improvements in mentoring, training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have demonstrated experiences or endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs.
CONTINUATION OF CONDITIONS EMPLOYMENT & NOTES:
Department of Defense Security Fundamentals Professional Certification, Special Program Security Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
