Incumbent serves as the Supervisory Accountant in the Business and Financial Operations Service. The incumbent is a Senior Accountant providing technical assistance and guidance to Operating Accountants, both developing and TCF in the professional accountant (0510) series while directly supervising the personnel assigned to the agent cashier, voucher examining, and transportation functions.

Duties

The duties of this position include but are not limited to: Monitor, Process, Coordinate, and Report on Fixed Assets of Plant, Property, and Equipment (PP&E). Reconcile, Record, and Report status of all capitalizing work in progress; deferred maintenance, and environmental liabilities Formulate and post monthly unscheduled salaries accruals and purchase cards not pending invoice to the General Ledger of the Financial Management System. Monitor, Review, and conduct monthly audit of Agent Cashier Accountability with reconciled audit reported on SF-1149. Review, Audit, and Approve Employee Travel, Interview, and local claims after funds certification. Conduct monthly reviews, reconciliations, and audit of all Beneficiary Travel claims and Employee Government Travel Cards. Reconcile, Review, and Report on General Post Funds and Personal Funds of Patients through all echelons of Medical Center Management monthly. Guide, monitor, and control critical processes to comply with VHA mandated tools, practices, and policy as they change. Review and approve attendance, leave requests, with issuance and evaluation of performance standards and recruitments for Agent Cashier and Employee Travel. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the agency Position Description Title/PD#: Supervisory Accountant/PD030570 Physical Requirements: Sedentary work majority of time, pulling and filing documents. Approximately eight hours per day spent at computer or interfacing with co-workers.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR): This position is classified as a Professional/Scientific position and has an Individual Occupational Requirements that must be met to be found minimally qualified for the series. Additional information on the Individual Occupation Requirement can be found on the OPM qualifications website. Education: A degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 Hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") A transcript must be submitted with your application. OR, Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1). Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2). A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3). Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. NOTE: A copy of your transcripts or certification is required based on what document you are using to meet the basic requirement. In addition to the Individual Occupational Requirements the experience and/or education below must be met: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in maintaining general ledger accounts by posting transactions and verifying accuracy of data through reconciliations; accounts receivable and payable activities including cash processing, disbursements, bank deposits, receipts, reconciling errors, posting adjustments and journalizing non-standard transactions; basic knowledge of generally accepted accounting principles in accrual accounting practices. NOTE: This experience must be supported by your resume to be creditable.OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation.OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two graduate years or 36 semester hours. NOTE: Transcripts must be submitted with application.
