This position is located in the Police Service of the VA Medical Center in Altoona, PA.The mission of the Physical Security Specialist - Non-Uniformed is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. This is accomplished through crime prevention activities, typical law enforcement actions, emergency response capabilities, special training and tactics, weapons, and equipment and systems utilization.
Duties
Evaluates risk and develops procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft;
Ensures security requirements and appropriate safeguards, cameras, and panic and intrusion alarms are implemented;
Monitors and evaluating existing and planned security projects to ensure timely and quality service conforms to statutory, contractual, and technical requirements;
Collects information and preparing reports on the facility's compliance with VA operations and regulations;
Conducts system audits and evaluates reports of alleged security violations;
Establishes, develops, and maintains effective working relationships with other staff offices;
Meets and coordinates with key customers and officials to assess customer satisfaction, explain organization policy and procedure, and resolve problems that arise;
Participates on special projects and initiatives, and performing special ad hoc assignments;
Attends security meetings to gather and share new/changed security program information with security personnel;
Develops documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages;
Ensures physical security surveys are followed up promptly;
Performs related duties as required.
Work Schedule: Monday - Friday 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience includes, but are not limited to:
Providing physical security and assistance to patients, employees, contractors, volunteers, affiliates, visitors, and others entering a facility or campus.
Ensuring compliance with security procedures designed to safeguard personnel and property.
Applying knowledge of security and protection regulations, policies, procedures, and practices when implementing plans.
Utilizing various security equipment and devices.
Making/sharing recommendations to improve security processes.
Managing access control system software.
Utilizing CCTV systems.
Auditing physical assets to ensure compliance of federal physical security standards.
Managing alarm systems such as panic, intrusion, motion, and burglary.
Must have experience and/or education in threat analysis and threat deterrence..

Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have: Successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, in a field related to Criminal Investigation that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

Combination: Applicants may also combine education and experience to qualify at this level.
You must have a combination of specialized experience and education beyond: The first year or 18 semester hours and specialized experience to meet total experience requirements.
