The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Lead the CAP Oversight and Governance Team of the Controlled Access Programs Central Office (CAPCO), consisting of staff, contractors, and detailees, under the supervision of the CAPCO Director and Deputy Director
Serve as an expert on compartmented programs to lead efficient oversight and reform of CAPs on behalf of the DNI.
Develop and oversee interagency strategies and implementation plans for modernizing the discovery, accessibility, and useability of CAP information.
Coordinate with team members to support planning, scheduling, and coordination for the DDNI/MI-led Senior Review Group and PDDNI-led Controlled Access Program Oversight Committee.
Ensure timely and accurate support of senior ODNI customers for meetings, briefings, and memos.
Develop and maintain relationships across the ODNI and IC, to include senior leaders, NIMs, mission offices, and CAP/security offices, regarding the management of CAPs.
Develop and manage the oversight and day-to-day operations of IC CAPs, including processing requests for program creation, closure, and modification, statutory and Congressional reporting, and opportunities for realignment or integration
Provide oversight and leadership to ensure the maximum exchange of information throughout the IC and to non-traditional customers by balancing the responsibility-to-provide principle with the need-to-know standard as defined by existing policies, laws, and regulations
Lead, oversee, plan, and develop the implementation of interagency information sharing activities and programs that coordinate and integrate the competing requirements and priorities of multiple stakeholders
Provide leadership, oversight, and guidance in the preparation of briefings, reports, and presentations for ODNI leadership, senior policymakers, IC members and other intelligence consumers in a manner that meets their specified requirements.

Qualifications
Mandatory Requirements:
Prior experience working with compartmented data in any mission field, to include analysis, operational or policy support, or access management.
Expert knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and U.S. Government agencies, and how these organizations can effectively cooperate in implementing information sharing and safeguarding plans and programs.
Superior ability to identify emerging information sharing trends and issues, as well as the ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs.
Expert experience supporting the exchange of intelligence information between collectors, analysts, and end users in order to improve national and homeland security.
Superior ability in developing effective professional relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust.
Superior ability to balance responsibilities among competing priorities; including the ability to manage transitions effectively from task to task, and proven adaptability to evolving mission needs.
Superior-level interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively at the highest levels within an interagency environment on complex issues requiring sensitive negotiations and consensus-building.
Superior ability to logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.
Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
Desired Skills:
Bachelor's degree or equivalent experience as determined by mission specialty area.
Prior experience working with SCI/CAP and/or SAP data and control systems.
