The incumbent must have knowledge of the duties, priorities, commitments and program goals of Primary Care product line to assist subordinate units with changing priorities, responses to correspondence, development of report data and interpretation of new instructions, procedures and philosophies of the Chief of Primary Care

Duties

Duties Typing documents and correspondence, to include responses to Congressional's, White House Hotline Cases, Internal ExtraViews, etc., ensuring proper formatting, spelling and grammar. Requisitioning office supplies to ensure adequate materials are available for office use. Taking and transcribing meeting minutes which may involve technical and specialized terminology. Filing and maintaining suspense control records on correspondence, recurring reports and forms. Filing and updating service line Memorandums and Policy updates. Coordinating travel arrangements and preparing travel vouchers for internal customers. Maintaining supervisor's appointments, calendars, and schedules. Utilizing a variety of office automation software to ensure administrative processes run smoothly. Daily and frequent telephone contact with a variety of individuals including physicians, nurses, technical support staff, veteran patients, families of patients, and veteran service officers, etc. "People Skills" must be exceptional. Coordinating with employees within the same agency, but outside the immediate organization to clarify the reason for contact with the office. Recognizing and coordinating work of several offices to ensure proper work flow and distinguish information that is relevant to problems at hand. Responding to routine and non-technical requests for information. The Secretary is a highly specialized position and performs duties traditionally done by multiple staff in other services and sections. The Secretary personally works with internal and external customers who present to Primary Care Administration in determining the nature of their needs, questions or complaints, provides information, gives guidance and initiates contact with the appropriate manager for follow up. Provide clerical support to the service and/or PCSL management staff, and will perform other duties related to the work of an administrative support assistant, as necessary. The candidate will report to the PCSL Administrative Officer. Work Schedule: Tour of duty will be determined based upon the service line needed. There is no rotating shifts, no work on the weekends, holidays, compressed or flexible tours. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Operating computer equipment and peripheral equipment; skill in operating a full-range of office support equipment; knowledge of software applications to include word processing, spreadsheets, databases, communications etc. Knowledge of grammar, spelling and punctuation. Qualified typist. You will be rated on the following Competencies for this position: Technical Competence Computer Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary. Employee sits at a comfortable, well-lit, climate controlled work station.
