This position is located in the Division of Administration and Business Services at Mount Rainier National Park, which is based within the Tahoma Woods District in Ashford, WA.

Duties

Term Position: This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Major duties include, but are not limited to the following: Review historical and current financial information for trends. Prepare financial models based upon organizational work charts and projected availability of funds across multiple fund sources. Understands regulations and nuances of managing fund sources within the NPS environment. Monitors spending across various project accounts using automated systems. Review sales orders and undelivered orders on a quarterly basis and makes recommendations to the Budget Officer. More specific duties will include: The incumbent is responsible for developing a multiple year financial plan to include base funds (i.e., ONPS), recreational fees (i.e., FLREA), revenue (e.g., Concession Franchise Fees, Housing, etc) and project funds (e.g., Cyclic, Legacy Restoration Fund). The purpose of this project-based position is to develop viable financial models based upon proposed organizational charts which maximize staffing potential across 20 different fund sources with annual, two-year, and no-year funds. The development of the financial plan is anticipated to be complete within 2 years but could require up to 4 years. The incumbent will be expected to: understand the purpose of master data and accounting; provide analysis of historical and current financial information; to interview senior leadership at the park and regional office staff to gain an understanding of leadership's intent and routine operational needs; to prepare custom reports to park leadership; to develop financial models within automated systems and Microsoft O365 Suite; to initiate the financial plans in tandem with the other Finance Office staff. Additional projects the incumbent can expect include: analysis of historical financial and operational information to streamline costs associated with admin operations (e.g., converting fleet from owned to lease); monitoring costs for projects under Inflation Reduction Act, Great American Outdoors Act, etc.; quarterly review of the park's undelivered orders and sales orders.

Qualifications

All qualifications must be met by the closing date of this announcement-10/11/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: preparing, reviewing and analyzing budgetary statements for assigned program areas; using financial systems for monitoring expenditures to ensure cost-effective support of programs; providing training to budget personnel on financial accounting systems; presenting financial data, budget schedules, and other supplemental reports required for budget funding reviews. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree, or LL.M, in a related field such as business administration, economics, accounting, governmental budgeting, and public administration. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must include a copy of your transcripts. -OR- Possess a combination of the specialized experience and graduate level education described above which total at 100%. For example, 6 months of specialized experience (50% of the specialized experience) and two and a half years (45 credits) of graduate education (50% of the education) would qualify an applicant for this position. Only graduate education in excess of the first 36 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. PLEASE NOTE: You must include a copy of your college transcripts when qualifying based on education. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
