The incumbent serves as Budget Analyst in the Care in the Community (CITC) Service at the Fayetteville VA Medical Center. The Budget Analyst will provide financial support and perform financial assistance work within the VISN (Veterans Integrated Service Network) 6 National Fee Program Office (NPO), working closely with Fiscal Service in budgetary projections for Fayetteville Leadership.
Duties
Major Duties include (but are not limited to):
Manages materials and monitors the execution for the CITC operations budget ensuring funds are properly allocated, obligated, and spent in a timely and effective manner.
Conducts budget implementation for the CITC operational program.
Assesses the effects of program plans and budgetary issues, while continually monitoring control point expenditures in relation to planned levels.
Prepares forms, schedules, and analytical reports, taking corrective action when required.
Confers with NPO and outside vendors regarding payment concerns of various CITC programs, ensuring that any issues are resolved.
Ensures that budgetary obligations and expenditures of funds are in accordance with applicable laws and regulations.
Performs other duties as assigned.
Work Schedule: Monday through Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Detailed, intensive knowledge of government budgetary policies, precedents, goals, objectives, regulations and guidelines of the Department of Veterans Affairs and CITC to work with the programs assigned; analyzing and evaluating the effects of changes in program plans and funding; applying the principles, practices and methods of budget execution to determine whether obligations, expenditures, and allotments are within approved budget limitations; and extensive knowledge of computerized programs such as the Integrated Funds Distribution, Control Point Activities, Accounting and Procurement (IFCAP) system, PAID, Fee Basis Consult System (FRCS) and other systems in the evaluation of needs and trends to ensure that funds are utilized in accordance to guidelines and regulations. OR;
GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.,if related. OR;
GS-11 Combination of Education and Experience: Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e, 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary in nature, and is typically accomplished while the employee is comfortably seated at a desk or table.
