This position will be located in DCAA Headquarters, Fort Belvoir, VA OR at a DCAA Center of Resource Excellence location (Cherry Hill NJ or Smyrna GA). Location of the position will be determined at the time of selection.

Duties
Serves as the Billing Official BO/ABO for Government Purchase Card managing accounts.
Answers technical questions and resolves problems presented by DCAA staff, management officials, and external DoD program officials.
Makes changes and adjustments to improve program functioning and services provided and/or corrects deficiencies.
Oversees assigned management accounts to assist with dispute resolution, reconciliation and invoice payments.
Provides technical input to the team on appropriate problem solving, methods, and techniques to meet established milestones and deadlines.

Qualifications
All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Specialized Experience: You must have at least one year of specialized experience at the GS-7 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is applying Government Purchase Card (GPC) programs, policies, and procedures AND Reviewing and approving purchase request/orders AND Conducting monthly account reconciliations, audits, determining whether there are any indications of fraud, waste, and abuse, or funding violations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
