The Nurse Practitioner has 24/7 direct line authority, responsibility and accountability for the nursing administration, operations and nursing care provision as assigned and/or delegated by the Chief of Pulmonary and Associate Chief of Staff of Medicine. The incumbent is accountable for the management and supervision of patient care programs that promote quality nursing care and effective utilization of personnel within areas of assignment.

Duties

The Nurse Practitioner, Lung Cancer Screening (LCS) Coordinator will organize and coordinate the implementation and day-to-day operation of Lung Cancer Screening at Central Texas Veterans Health Care System (CTVHCS). This position will work under the direction of the CTVHCS program leader, with the guidance of a program coordinating committee, to organize the launch of lung cancer screening, coordinate day-to-day program activities, provide education about the program to providers and patients, track and coordinate ongoing patient care, and collect and report program evaluation data as requested by leadership. The coordinator will serve as an operational resource for local program members, which may include clinical staff from primary care, mental health, pulmonary medicine, cardiothoracic surgery, pathology, medical oncology and radiation oncology. The coordinator training for the role is available via the National LCS Platform Community. It is encouraged that the coordinator has participated in or be enrolled in local Motivational Interviewing training as well as TEACH for Success. In the performance of these assigned duties, the coordinator will assure adherence to Restructuring Agreement, US Preventive Services Task Force LCS Recommendations, and VHA LCS Program Guide, LCS SOP, LCS Service Agreement, and facility protocols and procedures. Duties include but are not limited to: Administrative Duties: Participation or leadership in staff meetings and hospital committees. Demonstrate effective communication both down to staff and up to leadership. HR: Maintaining VA and professional training requirements, timely completion of documentation and upkeep of credentials required. Staff Management: Adheres to employee health requirements. Participate in Clinical Pertinence Reviews (routine medical record reviews) Time/Leave Management: Adherence to tour of duties, timely requests for leave in VATAS and proactive management of clinic cancellations. Clinical Management including indirect patient care: open encounter & open consult management, CPRS documentation rules and requirements, adherence to clinic procedures for patient scheduling & access, ensuring staff productivity, oversight of relevant performance measures, and participation in the development of the Patient Centric Care, Utilization, Quality, and Patient Safety oversight, process improvement (system redesign) as needed. Clinical Duties: Patient Care: Practitioners are expected to provide patient care that is compassionate, appropriate, and effective for the promotion of health, prevention of illness and treatment of disease. Medical/Clinical Knowledge: Practitioners are expected to demonstrate knowledge of established and evolving biomedical, clinical and social sciences, and the application of that knowledge to patient care and the education of others. Clinical Judgment: To ensure practice-based learning and improvement, practitioners are expected to be able to use scientific evidence and methods to investigate, evaluate, and improve patient care. Interpersonal & Communication Skills: Practitioners are expected to demonstrate interpersonal and communication skills that enable them to establish and maintain professional relationships with patients, families, and other members of the health care team. Professionalism: Practitioners are expected to demonstrate behaviors that reflect a commitment to continuous professional development, ethical practice, and understanding and sensitivity to diversity, and a responsible attitude toward their patients, their profession Systems-Based Practice: Practitioners are expected to demonstrate both an understanding of the contexts and systems in which health care is provided, and the ability to apply this knowledge to improve optimizing health care. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Master's or Doctoral Degree from a program accredited by the Accreditation Commission for Education in Nursing or the Commission (ACEN-Formerly NCLAC) or the Collegiate Nursing Education (CCNE). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Nurse Practitioners must be licensed or otherwise recognized as a nurse practitioner in a State and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected. Preferred Experience: MSN- Nurse Practitioner. Current board certification as a Nurse Practitioner from a VA approved certifying body. Certification is preferred in the specialty to which the individual is being appointed or selected. Nurse Practitioner experience of 2 to 3 years in a related field; Pulmonary, Medical, Oncology, Radiology, Internal Medicine. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position may require potentially long periods of continued Heavy lifting of 45 pounds and over, Heavy carrying of 45 pounds and over, Moderate carrying of 15-44 pounds, Pushing for 1 hour, Use of fingers, Both hands required, Walking for 3 hours, Standing for 3 hours, Repeated bending 1-2 hours, Both legs required, Ability for rapid mental and muscular coordination simultaneously, Near vision correctable at 13" to 16" to Jaeger 1 to 4, Far vision correctable in one eye to 20/20 and to 20/40 in the other, Ability to distinguish basic colors, Ability to distinguish shades of colors, Hearing (aid may be permitted) Mental and emotional stability, No skin allergies.

Education

The Associate Degree Nursing (ADN), Bachelor of Science degree in Nursing (BSN), or Master of Science degree in Nursing (MSN) must be fully accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission On Collegiate Nursing Education (CCNE).
