This position is located on the Northern Region, Region 1, Nez Perce-Clearwater National Forest, with a duty location of Orofino, ID. This position is responsible for analyzing the fleet program, fleet and equipment purchases, management of inventory, tracking the driver/operator qualifications, data entry and other duties. Duties

Oversee administrative procedures pertaining to the processing of vehicle and equipment requests, equipment inspections when vehicles are purchased and prepared for excess, preparing vehicles for assignment, utilization, replacement, and disposal. Create reports or summaries of utilization studies to improve cost effectiveness. Provide advice to managers and supervisors on procedures and policies. Advise employees and vendors on maintenance and operation requirements of transportation and equipment. Conduct studies to make recommendations for improvement by looking at records of use, replacement program, holdovers, and costs, to meet the unit’s transportation and equipment needs. Recommend solutions for utilization of and problems with equipment obtained from routine analysis. Make recommendations to managers on vehicles and equipment replacement needs based upon maintenance costs, age, use, condition and needs of the project.

This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-11: You must have one year of specialized experience equivalent to at least the GS-09 grade level. Qualifying specialized experience includes meeting one or more of the following: Participated in the coordination, planning, and evaluation of a supply and/or equipment management program; Advised managers and employees on routine operations of a supply and/or equipment management program; Gathered data to track a supply and/or equipment management program and prepared written communication on ways to improve the program; and/or Participated in the coordination and facilitation of a supply and/or equipment management program that included managing budget and expenditures. -OR- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree (Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D. may be used to qualify applicants for this grade level (Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed.
