Duties

Serves as primary point of contact for all finance-related requirements of the Civilian Payroll/ Timekeeping Program. Leverage existing processes to identify and assess risk using data analytics for accurate reporting in identifying problems and trends. Performs miscellaneous duties in support of the payroll function. Responsible for prompt, professional, customer service in person, by telephone and/or through correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to civilian pay.

  • A break in service of more than 3 calendar days may be required for permanent federal internal and transfer employees.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes In-Depth knowledge of a body of complicated financial management regulations, laws, allowances, and procedures; and the data system(s) used to support pay actions. In-Depth knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Resolve nonstandard transactions, complaints, or discrepancies; provide advice; or perform other work that requires authoritative procedural knowledge. In-Depth knowledge of local and higher echelon budget procedures, forms, formats, documents, reports, and related requirements to compile, organize and communicate factual and procedural information clearly. Knowledge of banking practices and case processing and accountability, including knowledge of regulations and procedures pertaining to safeguarding of case and financial instruments. OR EDUCATION: One full year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, in a School of Business from an accredited college/university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of experience as described in the job opportunity announcement and education. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of accounting procedures, automated payroll systems and body of complicated pay and leave rules, regulations, laws, allowances, and procedures. 2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data/facts, analyze data, identify significant factors, and make sound decisions or recommend a solution from a number of possible alternatives to implement procedural changes. 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 4. Skill in applying analytical and evaluative techniques to practices of the occupation to perform moderately difficult assignments, using data analytics and arithmetic computations as applicable to a payroll function. 5. Skill in written and oral communication to effectively manage programs and provide prompt customer service to justify, defend, present, and/or advise on accounting processes/actions with technical accuracy 6. Ability to research and interpret basic laws governing work performed, extensive set of rules, regulations, and practices relating to payroll program functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
