About the Position:
Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Department of Health Agency, Peacekeeping and Stability Operations Institute, and the Installation Management Command.
Duties
Serve as the Budget Officer for the G8/Resource Management Office
Responsible for planning, scheduling and coordinating the efforts of the mission and installation budgets
Produce a budget plan and the daily execution processes
Perform a full range of budgetary functions in the formulation, justification, submission, presentation and execution of the USAWC budget, all other mission accounts and the Installation Management accounts
Administer the mission and garrison overall budgetary management system
Interpret budgetary policies, guidance and procedures issued by higher headquarters
Develop and issue local guidance and procedural instruction for formulation of annual budget estimates
Compile and prepare a variety of narrative and statistical budgetary forms, schedules and reports
Perform a full range of supervisory responsibilities
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a TOP SECRET security clearance.
- Must comply with the Drug Testing Program requirements (pre-employment testing and random testing after appointment).
- Must complete one-year supervisory probationary period, if not already previously completed.
- Must possess or be able to obtain within 24 months of appointment Financial Management Level 2 certification.
- This is a Mission Essential position.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) managing a budget program through planning, analyzing, justifying and certifying funds for single and multi-year budget; 2) utilizing financial systems such as General Fund Enterprise Business System (GFEBS) to execute and monitor budget; 3) ensuring funds are executed and approved in compliance with established policies, procedures and regulations; 4) providing financial advisory services to managers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-12) or equivalent pay band.
