You will serve as a Financial Manager in the Financial Management (FM) Divison of NAVAL FACILITIES ENG COMMAND ATLANTIC.
Duties
You will serve as principal consultant and advisor to the Commander/ESG and to all other levels of management within the Command.
You will assists in establishing policy, formulating management direction, identifying critical processes affecting customer satisfaction and/or major cost waste.
You will advise operating managers of new and impending changes that impact financial and personnel resources or that affect other administrative/logistics practices.
You will direct, coordinate and oversees the work of the Comptroller Group.
You will maintain accounting operations for all assigned allotment and customer funds, including maintenance of general ledger accounts and providing a full range of financial management services.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key Position for national emergency or mobilization purposes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analytical ability to understand, translate, and advise complex financial information; 2) Understanding of key DoD financial concepts (laws/regulations/guidance); 3) Ability to lead a team of accountants and analysts through the implementation of a new financial system; 4) Providing financial management advice and assistance to corporate managers and senior leaders.
