This position is located in the Bureau of the Fiscal Service, Executive Director, Administrative Resource Center, Managing Director, Management, Modernization and Customer Care, Assistant Managing Director, Division of Business and Project Management (DBPM), Branch as assigned.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
-Provide key support to management in a wide variety of administrative and operational matters. Conduct broad or specific studies relevant to organizational goals and objectives. Compile data and perform statistical analysis to evaluate the effectiveness of programs and initiatives, in the areas of workforce planning, strategic planning and other centralized support functions.
-Undertake special assignments as directed by the Manager or Director, that impact overall operations of ARC. Must determine contacts, resources, and methods necessary to accomplish the special assignment and maintain oversight of all related activities pertinent to the assignment to ensure results are achieved.
-Analyze, evaluate, and determine the impact of new or proposed legislation, regulations, and policies affecting ARC, Managing Director; recommend and implement proper method(s) of satisfying requirements; and present options to management in written products and oral briefings.
-Independently acts as a liaison between the Program Offices and Procurement, as needed, for the purpose of facilitating complex purchases of services and/or products, conducting market research with a variety of contractor and consulting resources; serving as the COR for operationally supporting contracts; coordinating acquisition-related acceptance for hardware and software.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes performing studies and analysis of program operations in order to make recommendations for improvements and increased efficiencies.
Examples of such experience may include:
- Using Continuous Process Improvement methodologies (such as Lean, Six Sigma, or Earned Value Management) to analyze and evaluate the impact of proposed projects, programs, systems or operations; OR
- Performing studies and participating in the research and development of procedures or policies.; OR
- Assisting in planning efforts for an organization or team by translating policy or activities into defined plans for accomplishing goals; OR
- Conducting market research with a variety of contractor and consulting resources; OR
- Preparing reports, studies, or presentations to provide recommendations to improve effectiveness of an office or program.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
