About the Position: his position is located at McNary Project, operated by the US Army Corps of Engineers and situated on the Columbia River, near the town of Umatilla OR. This Project provides hydroelectric generation, navigation, fish passage and recreation.
Duties
Plan, Coordinate, and execute regulatory compliance programs.
Ensure compliance with state and federal environmental and safety regulations.
Direct the clean-up and disposal of materials, contaminated sites, spill response activities, and hazardous waste.
Assure proper use, handling, labeling, and storage of toxic chemicals and flammable substances.
Train personnel on safety procedures, protective equipment, and other requirements.
Maintain knowledge library of all environmental law and safety statutes and regulations impacting the Project.
Maintain and advise on changes in medical surveillance records.
Requirements
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- Must possess a valid state driver's license.
- Must be able to lift up to 50 lbs.

GS-09 Specialized Experience: Qualified applicants for this position must describe in their resume at least one full year of specialized experience equivalent to the GS-07 level in federal service with ensuring environmental compliance, or safety and occupational health programs at an industrial facility or a multi-purpose power project.

EDUCATION: Applicants may qualify at the GS-9 level with education by having completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
GS-11 Specialized Experience: Qualified applicants for this position must describe in their resume at least one full year of specialized experience equivalent to the 09 level in federal service with ensuring environmental compliance on all state and federal regulations activities related to permit compliance, waste management, toxics control, and hazard communication. Responsible for managing and shipping hazardous waste, environmental inspections, applicable regulatory reporting, and emergency response coordination.

Education: Applicants may qualify at the GS-11 level with education by having completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
