You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST in the Career Development Department Human Capital Management Group of NAVAIRWARCENAC DIV. The Department is responsible for personnel support and management services to the military and civilian managers, employees, and tenant activities of the NAWCAD in the area of employee and organizational development. Aircraft Division is characterized by rapidly changing concepts and advancements in highly technical fields.

Duties

You will design and develop curriculum content, training materials, training modules and teaching aids in accordance with specific learning objectives. You will utilize instructional design and product development practices, determines the most effective training strategies, methods, materials, and settings to correspond with learner characteristics, training objectives, delivery method. You will maintain progressive knowledge of the trends in computer technology as it relates to software, as well as training industry topics, information, techniques, and equipment, and makes recommendations. You will select suitable performance measures or develops new measures required to document effectiveness of training programs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Design and develop curriculum content, training materials, training modules and teaching aids for NAVAIR Leadership Development Program; Manage professional, technical, business and leadership skills training involving comprehensive curriculum from introductory through advanced levels of instruction; Administer, supervise or evaluate programs designed to train and develop employees (Employee Development Plans); Provide guidance, consultation, and/or staff assistance to management concerning employee training and development matters. Apply knowledge of trends in computer technology as it relates to software, training industry topics, information, techniques and equipment to make recommendation for upgrading training software, programs materials and methods; Develop plans and criteria for evaluating effectiveness of training programs, including developing tests and/or surveys to assess trainee's comprehension, retention, and application of training information; Review summary of training evaluations to determine the need for corresponding program modifications. Have successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
