You will serve as a Supervisory Program Manager (Executive Director) of NAVSUP FLT LOGISTICS CNTR SAN DIEGO.

Duties

You will serve as the senior civilian advisor to the Commanding Officer (CO) and Executive Officer (XO) and provides long-term leadership and management continuity and expertise for the command. You will be responsible for all business planning functions to include development of command-level plans, goals, and objectives that are in alignment with NAVSUP strategies and priorities, and major stakeholder operational plans and requirements. You will work with managers and subject matter experts to identify and resolve issues/problems impacting efficiency or effectiveness of operations, or pose a risk to the health and safety of personnel or the environment. You will approve organizational changes, workforce restructuring, and staffing changes proposed by departments. You will be responsible for overseeing the overall planning, direction and execution of programs which are managed through subordinate organizational units or staff functions. You will serve as the final authority for the full range of personnel actions and organization design proposals within the command.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Utilizing an expert knowledge of DOD and Navy logistics programs, concepts, principles, and practices to effectively plan, direct, organize, and manage a regional logistics center in a service-specific or joint base environment; 2. Oversee logistics operations that includes contracting, fuel support, material management, and transportation and deployment support; 3. Coordinate program matters between supporting organizational units (such as: Directorates, Program Offices, Commands or other field activities) and direct work based on multiple factors (priorities, difficulty of the assignment, requirements of the assignment and/or the capabilities of the work unit) in order to ensure work is completed by the appropriate organizational groups to ensure effective logistical support of operations; 4. Manage the development of logistical policy changes in response to changes in levels of appropriations or other legislative changes. 5. Develop long-range resource management plans (such as analyzing manpower needs, changes in customer requirements, financial obligations, and/or information technology developments) to support mission objectives. To include adjusting staffing levels or work procedures to accommodate resource allocation decisions made at higher echelons. 6. Develop goals or objectives for supervisors or managers of subordinate organizational units to define objectives which meet the organizational mission.
