You will serve as a SUPPLY MANAGEMENT SPECIALIST in the CONTRACT MANAGEMENT BRANCH, DIRECTOR, SUPPLY DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND.

Duties

You will develop policies, regulations and guidance related to overall management of diverse supply programs which impact support of naval expeditionary commands and the supply management of expeditionary related components. You will develop and applies new theories and concepts to supply problems not susceptible to treatment by accepted supply methods, techniques or procedures. You will coordinate the efforts of two military personnel, E-7 and below, and nine contractors. You will function as a recognized technical authority on the IT related supply support of expeditionary activities. You will provide advice to and has a working relationship with United States Fleet Forces Command (USFFC), System Commands, Hardware Commands, Space and Warfare Centers, Lead/Follow Type Commanders, Expeditionary Commands, and other COMNECC N codes. You will perform supply readiness system development testing in the proper operation of supply related automated support systems in fleet implementation of NTCSS and its replacement NOBLE. You will assist in developing problem resolution options based upon knowledge of situation, utilizing quantitative and qualitative theory and principles to develop viable options and solutions

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing automated Information Systems required to investigate, predict, plan, resolve problems, direct solutions, develop and validate requirements. Experience utilizing Fleet, DON, and DOD, automatic data processing and information systems, interface requirements and reporting responsibilities. Comprehensive understanding of common operating environments, system interoperability and sustainability, data sources/flow, interactions and processing capabilities of existing automated systems necessary to interface and integrate new and improved capabilities. Experience applying the Logistics/Supply Chain Management principles, theories, practices, processes and procedures. Experience identifying and formulating policy and procedures based on interpretation of higher authority guidance. Must possess an in-depth understanding of supply, logistics and maintenance system capabilities and identity/facilitate process/procedural changes to support higher authority requirements. Must possess expertise and proficiency in identifying, categorizing and analyzing quantitative data. Expert knowledge and experience with Logistic/Supply Chain automated information system interfaces and an understanding of supply support methods and standards required to interpret the data. Experience coordinating, communicating and leveraging skills of multiple employees, organizations, functional managers, and program managers to resolve interface, interoperability issues and to facilitate improved efficiencies. Experience analyzing complex, multiple program changes and future program plans for the purpose of developing and recommending alternative actions. Extensive functional knowledge is required to evaluate proposed system functionality and design plans with respect to the stated requirement. Experience resolving problems in expeditionary supply support operations and systems where the complexity is such that other employees have been unable to develop solutions. Must be able to plan for significantly new or far-reaching supply program requirements and lead/participate as a technical expert in interagency study groups to resolve problems in existing supply systems and programs that require innovative solutions.
