This position is part of the WAPA Headquarters. As an IT Specialist (SYSADMIN/OS), you will serve as the Senior System Administrator for the Supervisory Control and Data Acquisition Energy Management System (SCADA EMS). This is not a remote position. The selectee will be required to be physically present at the Folsom, CA duty location.

You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement. You must have experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate. In addition to the above, applicants must meet the following specialized experience requirements: At the GS-12 level. You resume must indicate that you have one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience must be with System Administration, Configuration, and Management of servers supporting a real-time SCADA EMS (Supervisory Control and Data Acquisition Energy Management System) environment AND at least 2 of the 5 below: Experience in planning, coordinating and installing, troubleshooting hardware and software systems used with a real-time power operations system. Experience with project management techniques and practice, sufficient to develop and maintain project plans and coordinate large projects. Experience meeting computer infrastructure compliance requirements in a NERC CIP regulated industry. Experience in supporting information technology infrastructure in a 24/7 real-time EMS environment. Experience in resolving hardware software interface and interoperability problems and ensures systems availability, functionality, integrity and efficiency. At the GS-13 level: Your resume must indicate that you have one (1) year of specialized experience in System Administration, Configuration, and Management of servers supporting a real-time SCADA EMS (Supervisory Control and Data Acquisition Energy Management System) environment and at least 3 of the 5 below Experience in planning, coordinating and installing, troubleshooting hardware and software systems used with a real-time power operations system Experience with project management techniques and practice, sufficient to develop and maintain project plans and coordinate large projects.
