About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command (Theater) G5 Section, Netcom, Fort Meade, MD.

Duties

Serve as a Supervisor of the 7th Signal Command (Theater) G5 Enterprise Network Infrastructure Branch (NIB). Serve as supervisor, lead planner and subject matter expert in areas relating to program management, network engineering, network infrastructure, network convergence, cybersecurity, and wide-band satellite communications (SATCOM). Responsible for designing, planning, supervising, coordinating, and implementing Enterprise information technology (IT) network infrastructure technology within the Army Continental United States (CONUS) area of responsibilities (AOR). Responsible for executing wide reaching policies, practices, standards, and program goals for direction, operation, and management of the NIB. Serve as subject matter expert in areas of electromagnetic spectrum operations (EMSO), emergency services communications, wired and wireless telecommunications, and unified capabilities (UC) including voice, video, and data communications. Design, plan, supervise, coordinate and implement Enterprise Information technology (IT) network infrastructure technology within the Army Continental United States (CONUS) area of responsibility's (AOR).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Position is designated as Special-Sensitive therefore the employee must be able to obtain and maintain a TOP SECRET security clearance based on an SSBI background investigation for access to Sensitive Compartmentalized Information (SCI).
  • TDY travel may be required up to 35%.
  • This position requires access to classified information. Incumbent of the position will be required to complete a Standard Form (SF) 312, Classified Information Nondisclosure Agreement (NDA).
  • Incumbent must complete a supervisory probationary period, including any mandatory supervisory or refresher training, unless previously completed.
  • Incumbent may be required to work overtime and other than normal duty hours which may include evenings, weekends, and holidays.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs may be warranted.
  • This position may be subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized experience would be demonstrated by supervising or leading a team of Information Technology professionals; establishing policies and guidelines for the development of various programs documentation and submission of related reports, documents, and exhibits which effect changes up to Headquarters, Department of the Army (HQDA) level; managing short and long-term initiatives to provide comprehensive and responsive support and assistance to subordinate entities; and providing subject matter expert advice in areas such as program management, network engineering, network infrastructure, network convergence, cybersecurity, wide-band satellite communications (SATCOM), electromagnetic spectrum operations (EMSO), emergency services communications, wired and wireless telecommunications, and unified capabilities (UC) including voice, video, and data communications. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
