You will serve as a Management and Program Specialist for the Small Business Administration (SBA), Office of Capital Access (OCA), Disaster Lending Operations Division - DLOD in Fort Worth, Texas. This position is responsible for conducting program evaluations of exceptionally difficult financial matters relating to the Disaster Enterprise Loan program and has responsibility for independently planning and carrying out complex assignments designed to reflect new policies and regulations.
Duties
As a Management and Program Specialist at the GS-0343-14, some of your typical work assignments may include:
Participating in a wide array of operational facets related to the Disaster Enterprise Loan program to measure the efficiency and quality of work across the Disaster Lending Operations Division.
Contributing to the establishment of national policies, goals, and operating procedures for the effective management and delivery of the Disaster Enterprise Loan program initiatives.
Gathering data for operational reporting and data analysis within the Disaster Lending Operations Division to ensure operational efficiencies are measured and applied consistently across multiple centers and to determine the suitability of process improvements and reengineering.
Interpreting results from studies and developing statistical and narrative reports, graphs, and charts to justify changes and/or recommendations.
Identifying major operating deficiencies in the Agency's Disaster Enterprise Loan program and providing innovative and authoritative policies and procedures to improve the system-building procedures to develop and increase resiliency during the recovery process.
Serving as a representative on other working groups to plan and develop internal strategies to address management issues and concerns and providing advice and recommendations to senior leaders on sensitive plans and policies.
IMPORTANT NOTES:
This is a Permanent position, which is a competitive service status position with a full-time work schedule.
Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activity.
A valid driver's license may be required.

Requirements

Qualifications

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy).
Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.
Time-In-Grade Requirement:
GS-14: Must have held grade GS-13 for 52 weeks
Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.
GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
- Conducting and coordinating financial or disaster program operational reviews and other analytical studies to determine the effectiveness in meeting the organization's strategic goals and objectives.
- Analyzing and evaluating the effectiveness of financial or disaster program operations to detect and correct operational inefficiencies such as policies and procedures, budget, and staffing resources.
- Utilizing various data analysis tools, such as Lean Six Sigma/Total Quality tools and techniques, including Statistical Process Control, Pareto Analysis, and statistical sampling techniques and methodology, to create substantive illustrative management reports and briefings.
- Developing recommendations for new business processes and concepts.
Education
GS-14: There is no educational substitution at this grade level.
