THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a AUDITOR (TITLE 5), Position Description Number T5144000 and is part of the HI USPFO, National Guard. LOCATION: United States Property and Fiscal Office, Hawaii Army National Guard, Kapolei, Hawaii.

Duties

SUMMARY OF DUTIES: Incumbent trains in and assists higher graded Internal Review (IR) Auditors who serve as agents of the United States Property and Fiscal Officer on accounting, financial, and managerial issues that require examination by a financial professional. Under close direction of supervisor or higher graded employee, performs routine or limited quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Assists higher-graded auditors with more complex reviews. Position is located in the United States Property and Fiscal Office (USPFO). Incumbent reports to the IR Division Chief, located in the USPFO, but receives guidance and directions and work review from a higher graded IR Auditor.

Qualifications

GS-0511-07, Auditor - Entry. To qualify for a GS-0511-07 position, an applicant must be eligible for entry into level one financial management certification career program. The applicant must have at least six months of basic finance or audit training or competencies that provided knowledge of financial & audit principles and procedures. Must have an understanding of the basic principles and concepts of the financial or audit business program requirements in regard to audit reporting; auditing principles; financial systems; and principles of accounting. As a condition of continued employment in the GS-07 position, the employee must complete the position's directed financial management certification within 24 months of appointment to the position. GS-0511-09, Auditor - Novice. To qualify for a GS-0511-09 position, an applicant must be eligible for entry into level one financial management certification career program. The applicant must have at least 12 months of finance or auditor experiences and present a full range of competencies that demonstrated the capabilities to apply auditing program principles and procedures. The applicant must have the competency to perform financial audits that included financial statements & financial related audits. The applicant must have the competencies to perform various auditing program requirements. The applicant must have experiences and training that demonstrated his or her abilities to follow directions, to read, retain, & understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0511-09 position, the employee must complete the position's directed financial management certification within 24 months of appointment to the position. SUMMARY OF TECHNICAL COMPETENCIES FOR THE GS-0511-09 POSITION: Is able to comprehend, apply, and/or perform the following audit program discipline procedures: Accounting Operations; Audit Reporting; Auditing; Cost Accounting; Financial Systems; Internal Controls; & Principles of Accounting. GS-11, Auditor - Journeyman. To qualify for a GS-0511-11 position, an applicant must be eligible for entry into level one financial management certification career program. The applicant must have at least 24 months of auditing experiences and competencies that provided knowledge of auditing principles and procedures. The applicant must have an excellent understanding of the basic principles & concepts of the audit business program requirements. An applicant must have demonstrated competencies to conduct audits in accordance with directives and policies; study & evaluate internal controls to determine the level of system reliability; and determine audit procedures needed to attain audit objectives in view of system reliability. An applicant must have experiences that concerned obtaining sufficient reliable evidence through inspection, observation, inquiries, & confirmation to provide a reasonable basis for an opinion in regard to the activity under examination. The applicant is experienced in conducting examinations and tests that used statistical and/or judgmental sampling of financial records & management controls to determine the degree of efficiency, economy, and effectiveness in which the audited activities discharged their financial responsibilities, or to determine that the financial records were maintained in accordance w/ applicable regulations. An applicant's experiences and education must demonstrate his or her ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0511-11 position, the employee must complete the directed financial management certification within 24 months of appointment to the position. SUMMARY OF TECHNICAL COMPETENCIES FOR THE GS-0511-11 POSITION: Is able to apply and perform the following audit program discipline procedures: Accounting Operations; Audit Reporting; Auditing; Cost Accounting; Financial Systems; Internal Controls; & Principles of Accounting. GS-0511-12, Auditor - Expert / Non-Supervisory. To qualify for a GS-0511-12 position, an applicant must be eligible for entry into financial management certification career program. Candidate must have at least 36 months of financial audit and/or performance audit experiences that led to objective and systematic examinations and resulted in independent audit assessments of an organization's structure, performance, efficiency, program, activity or function. The applicant's experiences and competencies provided an in-depth knowledge of auditing principles and procedures. The applicant must have experiences in audit preparations, planning, conducting, and reporting with a full range of competencies in the auditing business that successfully accomplished intended purposes; met or exceeded operational efficiency; provided accurate, reliable, timely, & useful financial audit data; or demonstrated experiences in conducting audits that involved evaluating financial management in terms of economical use of property & personnel. Other audit experiences included adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance w/ applicable laws, regulations, and precedent decisions; & compliance of agency accounting systems with generally accepted accounting principles & standards. An applicant's specialized audit program experiences must include audit report preparations and oral presentations that involved significant audit findings and discovered conditions with cause & effect factors. The applicant must demonstrate experiences that involved presenting researched recommendations for remedial actions, such as addressing methods for improving the use of funds and the identification of questionable costs. The applicant must have a practical understanding of the principles and concepts of the audit business program requirements. Applicants must have auditor experiences and training that demonstrated his or her abilities to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies & procedures. As a condition of continued employment in the GS-0511-12 non-supervisory position, the employee must complete the directed financial management certification within 24 months of appointment to the position. SUMMARY OF TECHNICAL COMPETENCIES FOR THE GS-0511-12 POSITION: Is able to apply, perform, mentor, & train the following audit program discipline procedures: Accounting Operations; Audit Reporting; Auditing; Cost Accounting; Financial Systems; Internal Controls; & Principles of Accounting. You must meet the following Education requirement for this position: EDUCATION REQUIREMENTS: Series GS-0511 Positive Education Requirements 1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. NOTE: The term "accounting" means "accounting or auditing" in this Series. Similarly, "accountant" is interpreted as "accountant or auditor." OR 2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, & training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours, however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in Paragraph One, provided that:

(a) The applicant successfully worked at the full-performance level in accounting,

auditing, or a related field for example, valuation engineering or financial institution examining;

(b) A panel of at least two higher level professional accountants or auditors determined

that the applicant demonstrated a good knowledge of accounting and of related & underlying fields that equals in breadth, depth, currency, & advancement levels that are normally associated with successful completion of the four-year course of study described above in Paragraph One; &

(c) Except for literal nonconformance to the requirement of 24 semester hours in

accounting, the applicant's education, training, and experience fully meet the specified requirements. AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.

For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by: 1. Use the data point of .67 to compute Quarter Hours into Semester Hours: 36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.

2. May compute the number of semester hours an applicant has earned, after he/she successfully completed 36 quarter credits in accounting discipline courses: 36 Quarter Hours /1.5 = 24 Semester Hours.

FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENTS: The Financial Management Certification Program supports the professional development of the Financial Management workforce & provides a framework for a standard body of knowledge across all DoD financial business programs. All auditor employees must obtain & maintain the appropriate certification requirements & consistently maintain certification levels.

Financial Management Certification Primary Track. A subject, such as, accounting, finance, payroll (military or civilian), or commercial pay, is selected by a GS-0511 dual status technician employee when first entering the Financial Management Certification Program.

  • If the technician employee is appointed to the accounting position and its Certification Program is identified as Certification Level ONE, the primary track is the subject that the technician employee selects for the "Fundamentals and Operations of Primary Track" competency.

  • If the technician employee is appointed to the position and its Certification Program is identified as Certification Level TWO, the primary track is the subject that a member selects for the "Concepts, Policies and Principles of Primary Track" competency.

  • If the technician employee is appointed to the position and its Certification Program is identified as Certification THREE, the primary track is the subject that most closely aligns to the GS-0511 position or the military occupational specialty and the "Concepts, Policies, and Principles of the alternate track" must be different from the primary track.

- Financial Management Certification Level One. Work requires a basic understanding of theoretical financial management knowledge, which is generally acquired through experience. Work involves standard, repetitive tasks and activities with established procedures & guidance or the application of conventional practices to treat a variety of problems in financial management.
-Financial Management Certification Level Two. Work requires the application of comprehensive financial management knowledge & technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. Work also involves expanding skills, knowledge, & leadership abilities of high-potential personnel.
-Financial Management Certification Level Three. Work requires mastery of financial management concepts, theories, and programs. Work also requires integration of major functions and coordination of plans that significantly impact mission performance or support to the warfighter. Work requires confronting the unknown, facing situations with little or no precedent, and originating new concepts or imaginative approaches without guidance from others.

OTHER TITLE 5 EXCEPTED SERVICE GS-0511 QUALIFICATION REQUIREMENTS:

1. Veterans' Preference Program criteria are ALWAYS applied to identify the well-qualified applicants.

2. The Priority Placement Program criteria are ALWAYS processed and cleared PRIOR to advertising Internal and External positions, via Job Vacancy Announcements.

3. Prior to Title 5 Excepted Service appointment, an applicant must have a current completed/cleared drug test.

4. Possess a valid state driver's license to operate government motor vehicles, for the state in which the applicant/employee lives or is principally employed, in accordance with Service specific Vehicle Operations Directives.

5. Must possess or be able to obtain the proper secret clearance (type and level) within one year of appointment according to DoD Personnel Security Program Management Directives.

6. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0511 position, the employee must complete all Financial Management Program education and training.

7. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0511 position, the employee must meet the DoD directed civilian financial management certifications for the Comptroller position within two years of initial hire date or promotion appointment date.
