The Finger Lakes VA Medical Center has 1 vacancy for the Eligibility & Enrollment department. Responsibilities include gathering personal information about Veterans, submitting requests for ID cards, advising the Veteran about their benefits, managing the Beneficiary Travel, Personal Funds of Patient, Decedent Affairs, and other program areas.
Duties
Duties include but are not limited to:
Work Lead - 40%
Distributes and balances the workload among employees in accordance with established work flow or job specialization, assures timely accomplishment of assigned workload, and assures that each employee in the work unit has enough work to keep busy.
Stays abreast of work progress and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs, which cannot be disposed of promptly.
Maintains records of work accomplishments and time expended, preparing production reports as requested.
Provides training to all new employees in accordance with established procedures and practices.
Maintains current knowledge and answers questions on procedures, policies, directives, etc, as related to the work performed in the section, soliciting information from the Supervisor as necessary.
Performs audits/reviews of work conducted within the work unit related to eligibility, enrollment, beneficiary travel, Patient Funds, etc. rejecting work not meeting established standards, and refers questions/matters to Supervisor regarding problems identified related to performance standards.
Health Benefits Enrollment & Eligibility Advisor - 30%
The incumbent must maintain thorough and up to date knowledge of rules, regulations, and policies determining eligibility of Veterans for VA health care.
The incumbent receives, reviews, and processes new and recurring paper, in person and electronic applications for Medical, Dental, Behavioral Health, Geriatrics and Extended Care, Diagnostic and Therapeutics, outpatient, inpatient, and Long Term Care services, independently applying the appropriate unique regulatory authority to each program.
Reviews and processes VA Healthcare eligibility in conjunction with Department of Defense Sharing Agreements (TriCare and CHAMPVA) in order to determine eligibility for VA health care.
Incumbent independently verifies eligibility for care utilizing primary sources including but not limited to the Health Eligibility Center (HEC), Hospital Inquiry (HINQ), VIS, and/or military discharge papers and assigns a priority group to the Veteran.
Enrolls the Veteran by inputting information from the 1010-EZ Form into VISTA. In addition to the advisement of health benefits, the incumbent assigns a primary care team and schedules doctor visits, as appropriate, for newly enrolled Veterans.
The incumbent is responsible for completing Means and Co-Pay Tests with Veterans.
Special Program Administration - 10%
The incumbent manages personal funds of patients on deposit at a VA Medical Center.
Responsibilities include determining whether requests for depositing and withdrawal are authorized, signatures are authentic, posting of patient deposits and withdrawals into an automatic accounting system, and verifying that arithmetic computations are correct, daily/monthly reconciliation of accounts, and the final disposition of funds of the patient when s/he leaves the hospital or demises.
Incumbent is responsible for all administrative functions related to the Decedent Affairs program including details of patient death cases occurring within the Medical Center.
The incumbent will independently manage the Medical Center's Beneficiary Travel program.
Administration Officer Cover Days - 10%
The incumbent fills in as the Administrative Officer of the Day (AOD) as needed to provide coverage for annual and sick leave, carrying out the duties of the Medical Center Director during non-duty hours.
Outreach Activities - 10%
The incumbent performs educational briefings, presentations, and informational activities for military units, Veterans, Veteran service organizations, community partners, and the general public for the purposes of education and recruitment of eligible Veterans to receive VA health care.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: thorough working knowledge and understanding of the principles, concepts, policies, laws, regulations, and objectives applicable to a wide variety of inter,-connected VA and benefit programs including but not limited to eligibility determination, health benefit counseling, financial assessment processes, co-payment responsibilities, Beneficiary Travel, Long Term Care eligibility, Non-VA Care, and DOD Sharing Agreements such as TRICARE and CHAMPVA. Expertise in all program specific VISTA, CPRS, MS Office, email systems, spreadsheet systems, and other software packages. Practical knowledge of administrative processes as they apply to eligibility and access to care is necessary. must be an expert at negotiating the system to assist Veterans and guests in accessibility and customer service using broad, working knowledge on a day to day basis for routine and basic functions, but also occasionally for difficult and complex situations.
