You will serve as an Explosives Safety Specialist in either the Explosives Safety Operations Directorate (N9) of NAVAL ORDNANCE SAFETY SECURITY ACT, depending on location. Duties

You will conduct Explosives Safety Inspections on Medium to Small shore activities and Shipboard Explosives Safety Inspections on all classes of ships and submarines. You will serve as a team member on inspections and evaluations of shore facilities, ranges, ships, and physical security; submarine explosives safety programs for compliance with established explosives, weapons, and ordnance policies. You will participate in the Naval Ordnance Safety and Security Activity (NOSSA) Specialist Qualification/Certification Program and other training programs to develop professional knowledge and skills required by the mission. You will provide expert management advice in all aspects of explosives safety, ashore, related to ordnance operations, structures and facilities, and performs planning and programming for the Navy's Explosives Safety Program. You will serve as the Technical Expert and Functional Lead on inspections and evaluations of shore facilities, ranges, ships, and physical security You will lead and participate in multi-Explosives safety inspection processes. You will present briefs to senior level management at installations throughout the Navy on how Explosives Safety Inspections, Shipboard Explosives Safety Inspections, and Explosives Safety Technical Assist Visits.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to travel on short notice and for an extended period of time.
  • Positions filled may require Temporary Duty (TDY) travel approximately 65% of the time.
  • You may be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
  • You may be required to successfully complete a pre-appointment physical examination.
  • You may be exposed to hazardous conditions, such as working in and around explosives, flammable or incendiary material, machinery spaces aboard ships, nuclear powered ships and submarines and entering enclosed spaces below ship's waterline.
  • Positions filled may require Top Secret, Top Secret (SCI), you will be notified at the time of selection the security requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 equivalent), in the Federal service or equivalent experience in the private or public sector advising on explosives safety related to ordnance operations, structures or facilities.
