The purpose of this position is to serve as the Deputy Chief Executive Officer (DCEO) and coordinate daily operations of the Phoenix Indian Medical Center (PIMC). Incumbent serves as a senior member of the Chief Executive leadership team, plans and directs resources to meet the needs of the PIMC customers. In the absence of the Chief Executive (CEO), may act on behalf of the CEO regarding business decisions. This position is located in Phoenix, AZ.

Duties

Serves as a member of the executive leadership team, participates in the development of strategic plans; develops long-range goals, annual objectives, and strategies to meet the healthcare goals of the organization. Assures Tribal consultation is priority; maintains, strengthens and advances partnership with the Tribes and other tribal organizations to improve health care services. Improve the quality of and access to care by taking active steps to carry out the initiatives identified by the Indian Health Service (IHS) Innovations in Planned Care (IPC) and implementing the Memorandum of Agreement (MOA) between IHS and Veterans Administration, (The initiatives focus on Behavioral Health, Chronic Disease Management and Health Promotion/ Diseases Prevention.) Provides oversight and assists in directing clinical operations. Makes decisions on clinical operations and problems presented unresolvable by subordinate executive medical leaders to ensure safe quality patient care that meets regulatory compliance. The DCEO has supervision and oversight of four major divisions: Chief Financial Officer (CFO), Chief Professional Officer (CPO), Chief Information Officer (CIO), and Community Relations/Tribal Affairs. The incumbent also directly supervises the Executive Health Planner.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. In addition to the Occupational Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS:GS-15: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:Execute and keep abreast of health care delivery system's polices, rules, regulations, procedures and automated systems as they relate to the quality of care management and support, fiscal management and budget process, personnel administration and management, contracts and administrative services, such as property and supply, real property management, etc., to relate and adapt these requirements to the immediate situation and needs of the organization in the provision of patient care and accomplishment of health care delivery. Serve as principal staff advisor and coordinates all executive and program activities involved in the administration and management of the organization. Organize, execute, and coordinate all financial matters for a healthcare organization. Participates in establishing policy within the framework of I.H.S. contracting and funding policy and public laws 93-638 and 94-437 with insight on legal implications of contracts and all regulatory requirements. Maintain effective liaison and working relationships with officials of State and local governments, other Federal agencies and tribal organizations. Implements objective-based performance plans for subordinates on an annual basis. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
