You will serve as a FACILITY OPERATIONS SPECIALIST in the Logistics/Facilities Department (N4) of NAVY REGION SE RESERVE COMPONENT CMD.

Duties
You will participate in planning and provide command oversight of construction projects and maintenance of numerous off-installation (stand-alone) and
on installation facilities.
You will coordinate facility programs and services efficiently by: assuring compliance with all certification, safety, fire prevention, and security program requirements.
You will advise and liaison with activities providing services such as plumbing, utility, water and sewage treatment, telephone, janitorial, and elevator service.
You will review contractors’ work to advise Contracting Officers and Performance Assessment Representatives on compliance with specifications or standards; construction and facility repair requirements; and justifying budget expenditures/request.
You will conduct oversight inspections/evaluations of the regional safety programs, plans, and standard operation procedures (SOP) to ensure compliance with
applicable laws, regulations, and instructions, to determine overall program effectiveness.
You will provide program guidance and direction to facility management staff at subordinate activities, to include monthly monitoring/management of each
subordinate activity’s facilities tracker.
You will review maintenance and construction projects in progress and upon completion for compliance with standards and specifications.

- Within 180 days of appointment, must attend at a minimum, and satisfactorily complete the following courses; Intro to NAVOSH (Ashore) A-493-0050 or online
equivalent A-493-0550, and Introduction to Hazardous Materials (Ashore) A-493-0031.
- Within 180 days of appointment, must attend at a minimum, and satisfactorily complete the following courses; Introduction to Industrial Hygiene A-493-0335.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Employee must be able to obtain and maintain Secret eligibility as member may require access to Sensitive information, Privacy Act information or Personal
Identifiable Information.
- Position is designated as a Noncritical/Sensitive and IT level II position IAW Chapter 5 of SECNAV M-5510.30.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in facility structures and equipment design, operation, maintenance, and general construction regulations, policies, principles, practices, and requirements in order to recognize facility requirements and detect problems, convey needs, and negotiate action request and timeframes to responsible parties to ensure that needed repairs and replacements are obtained.
Experience reviewing maintenance and construction projects in progress and upon completion for compliance with standards and specifications.
Experience reviewing and understanding a variety of facility-related documents including maintenance/repair contracts, real estate instruments, inter-service support agreements and memorandums of understanding.
Experience in fire and hazardous material regulations, policies, principles, and procedures in order to provide program guidance and oversight, training, knowledge of conducting activity fire & safety inspections to ensure compliance with applicable laws, regulations & instructions and investigate mishaps.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR
GS-11:
SUCCESSFUL completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M. if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
