The incumbent is an integral part of a large Specialty Medicine Integrated Care Community (ICC) within the Minneapolis VA Health Care System (MVAHCS) who will serve as an administrative official for outpatient operations and provide administrative leadership support and guidance. The ICC supports Cardiology, Gastroenterology, Infectious Disease, Oncology, Nephrology, Dialysis, Rheumatology, Preoperative Medicine, Metabolic, MOVE! Duties
Duties include, but are not limited to the following:
Leading projects from initiation to completion and presenting the results to senior leadership throughout the Medical Center.
Compiling all the necessary documentation and information by organizing a project management team.
Working closely with the Service Chief and others in implementing and evaluating policies, plans, and internal operational systems.
Managing and coordinating all online communication tools such as internal SharePoint websites and other related informational tools, all done in consultation with communication specialists.
Coordinating events hosted by officials, with assistance from continuing educational staff and initiatives when warranted.
Working with various boards to coordinate regular committee meetings, ensuring all event management steps are completed.
Performing audits and special studies to evaluate program effectiveness.
Collecting and analyzing data from a variety of sources, measuring results, and reporting findings.
Performing the full range of personnel management and administration for an organization with varied functions and activities.
Acting as the liaison with the human resources office concerning personnel-related matters.
Provides orientation for new staff.
Processing new employees by requesting necessary equipment government issues laptop, cellphone, PIV card, and assure that all program access is complete.
Providing budget and financial management for WHP and all its programs.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To be found eligible for this position you must possess one of the following:
Specialized Experience: Musthave one year of experience at the next lower-grade level (GS-07) and the following: knowledge Required By the Position Specialized knowledge of theories, principles and practices common to the management of a healthcare system such as Systems Redesign, Lean Six Sigma, Risk Management, Kaizen, and Triple Constraints Model. Comprehensive knowledge of VHA Directives, Business Rules and Performance Measures; VHA Handbook; MVAHCS Policies and Standard Operating Procedures; VHA Support Service Center (VSSC) and MVAHCS Data Cell Reports. Extensive knowledge of Clinic Profile Management, DSS Identifiers and Consult Business Rules. Familiarity with Joint Commission Standards, Commission on Cancer Standards, Allocation Resource Center (ARC), VERA, Managerial Cost Accounting & Analytics (MCAA). A high degree of analytical ability and technical skill in conducting detailed analysis of complex functions and work process. Effective verbal and written communication skills to respond to issues and concerns in a clear and sensitive manner to provide timely responses to resolution. Subject matter knowledge of data application packages to track workload, evaluate data, and make improvements to accurately capture and process data. Expert level computer knowledge and skill. Skill and ability to integrate thorough knowledge of spreadsheets, graphs, Vizio, Microsoft Word, Microsoft Excel, Microsoft Access, Power Point, ProClarity, VHA Service Support Center (VSSC), VistA and other similar products. Ability to select appropriate systems, applications, and formats for assignments as related to content and presentation.

Preferred experience is as follows: background in scheduling, clinic profiles and Bookability standards.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary however the incumbent must be able to navigate the medical center and possess the ability to stand, sit, walk, stoop, bend, reach and twist in order to access a standard office environment. Must have the ability to sit or walk and view a computer screen for prolonged periods of time. Must have the ability to understand, respond, and communicate clearly in person and on the telephone and/or other communication devices. Work is typically performed in an adequately lighted climate controlled area.
