Duties
Serves as lead for assigned realty program (i.e., communications sites, administrative withdrawals or LR2000 data management).
Formulates and implements plans, policies and procedures for the operation and management of realty property programs as assigned.
Assists in development of proposed legislation and policy on new and emerging issues.
Provides expert technical guidance to a range of entities in the administration of laws affecting the lands and realty program.
Promotes the lands and realty program with industry, public interest groups, and other governmental agencies, by serving as a Bureau representative at conferences, workshop, and meetings.
Prepares briefings and participates in high level conferences and briefings with representatives of private industry, local civil entities, state and local governmental groups and other entities.
Prepares responses to various types of correspondence and other inquiries from legislative and executive agencies and the general public on broad lands and realty issues.
Provides expert guidance in the form of regulations, manual releases, handbooks, and instruction memoranda for field use, for both existing and new emerging issues.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples:
Experience interpreting and applying lands and realty legal authorities including regulations, manuals, legal opinions and decisions;
Working with lands and realty programs associated with multiple-use resource management in programs such as land acquisitions, exchanges, disposals, withdrawals and/or rights-of-way;
Working with outside partners and other agencies in land tenure adjustments;
Managing and interpreting lands and realty data;
Interpreting or developing policy and realty related training; and
Experience working on complex realty related issues and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
