The primary purpose of this position is to serve as a Production Controller in a developmental capacity performing assignments designed to further develop applicable analytical and evaluative skills and techniques. Incumbent will perform a variety of production planning, scheduling, and supply tasks in direct support of depot maintenance programs.
Duties
Develops unprogrammed workload schedules. Reviews, validates, and processes workload induction documents.
Monitors work in progress. Assesses daily shop operations, assets in-work, and assets in-queue to develop daily work schedules.
Provides material management support for repair, overhaul, manufacture, and/or modification of equipment and/or parts requiring special handling.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
"This position is a developmental (GS-05 Target GS-09) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-05). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected."
SPECIALIZED EXPERIENCE FOR GS-05: Applicants must have at least one (1) year (52) weeks of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes applying principles, concepts, techniques of productions methods to support operations for a wide variety of production assignments, assisting with preparing a variety of documents and participating in conducting studies, programs and projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year (52) weeks of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying principles of related production methods, facilities, equipment, and materials required, planning and scheduling repair, overhaul, operations for a wide variety of major aircraft, exchangeable, and associated assets.
SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year (52) weeks of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying principles, procedures, concepts, production organization and related production methods in facilities, machinery, equipment, manpower and materials required; planning and scheduling repair, overhaul, operations for major aircraft, exchangeable, and associated assets; monitoring the flow of work through the various work centers as needed to support work in progress.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-5 and GS-7
1. Ability to understand the organization's schedule to coordinate and supply/equipment/PMEL activity to satisfy demand.
2. Ability to use tools and equipment; store various items; setup and maintain a neat, well organized secure storage area; receive, store, issue, and inventory parts /tool /equipment/PMEL; and maintain records using automated and/or mechanized systems without more than normal Supervision.
3. Knowledge of inventory management procedures, processes, and requirements to initiate and include urgent or critically needed 1tems.
4. Skill and ability to receive, screen, review, and verify supply document, with regard to supplies /equipment/PMEL purchased and-resolve discrepancies.
5. Determines uses of overages/shortages; determine need for calibration of tools; identify items by general descriptions from shop personnel, and setup/ shift storage locations,
6. Ability to communicate effectively, both orally and in writing.
GS-9
1. Knowledge of the production organization and established production methods, processes, labor, machinery, manpower, and material requirements for the repair, overhaul, and/or modification of a variety of complex aircraft and commodity items.
2. Knowledge of production policies and regulations and how to properly apply them to prevent or alleviate production delays and scheduling conflicts; plan for and alleviate material shortages or delays; and correct faulty or ineffective production methods, procedures, or operations.
3. Knowledge of governing supply regulations, procedures, instructions, functions, operations, program requirements, and work methods.
4. Skill in planning unprogrammed workloads; scheduling and balancing planned and unplanned workloads; and maintaining production schedules for complex items utilizing multiple process production methods and procedures.
5. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
