This Supervisory Administrative Officer position is in Primary Care services at the Manchester VA Medical Center, located at the Manchester location. This position is a full-time at 40 hours per week.

Duties

Provides day-to-day supervisory and consultation to other administrative personnel within the Primary Care Service Line and is responsible for coordinating administrative staff functions associated with all Primary Care integrated programs. Performs administrative tasks at an independent level that is supportive of and contributes to the overall functioning of the PCSL. Coordinates a large variety of administrative tasks expected of the PCSL direct care providers, support staff, supervisors, and service line manager. Provides consultation and guidance on matters that improve effectiveness, efficiency, and access for Veterans to Primary Care services. These matters include but are not limited to assisting PCSL staff to review and analyze data and prepare reports and presentations. When deviations from the norm occur, he/she acts to resolve the situation and/or makes recommendations for resolutions. Through the understanding and utilization of systems redesign the AO will be able to identify leading and lagging indicators for performance and satisfaction and communicate with them regularly. Serves as the personnel management expert for the PCSL and integrated programs overseeing the full range of human resources requirements. Makes recommendations relating to various personnel policy issues and advises PCSL of personnel management matters. Manages the overall space, space usage and equipment utilization within the PCSL at main campus and the CBOCs by conducting space audits on a regular basis to ensure space is optimally used to effectively benefit clinic flow. Serves as a vital member and resource for the service line. The AO provides oversight of and helps lead innovations to improves access and overall clinic functioning in the PCSL. Interfaces with VISN Primary Care Leadership, Service Line Managers, Program Managers, and local management officials to assure completion of Primary Care reporting requirements. Independently prepares and/or supervises the preparation of correspondence including memorandums, policies, responses to congressional inquiries, etc., to the VISN, VACO, Congressional Offices, and/or Academic Affiliates that is clear, concise, and complete for signature of the Chief of Primary Care, Chief of Staff and/or Medical Center Director. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning personnel processes and procedures; coordinating with management to control purchasing and use of supplies; managing budget activities; recruiting and retention, policy development and management, general project management, and other business processes; proficiency in management practices, facility policies, and union contracts to ensure effective supervisory implementation; assisting with human resources functions to include performance appraisals, approving reassignments, recommending promotions and performance awards, monitoring and counseling of employees, adjusting complaints and/or grievances, initiating or recommending disciplinary actions; adapting analytical techniques and evaluations criteria to the measurement and improvement of program effectiveness and/or organizational productivity. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education 3 full years of progressively higher level beyond graduate level in an accredited college or university. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary working from a desktop or laptop computer and completing administrative functions. It does require periods of walking, standing, bending, and employees may carry light items such as books, instruments, laptops, and other similar materials.
