This position is located with the Department of Homeland Security, US Coast Guard, Deputy Commandant for Mission Support (DCMS), Assistant Commandant of Engineering and Logistics (CG-4), Shore Infrastructure Logistic Center (SILC), Facilities Design and Construction Center (FDCC), Norfolk, VA, and Seattle, WA.
Duties
This position will serve as a Financial Officer (Fiscal Officer) and is responsible for the comprehensive financial management of the PC&I Shore Construction program, Major Acquisition Shore Infrastructure (MASI), and the AFC-43 shore unit’s major maintenance program for the Facilities Design and Construction Center, (FDCC). Responsible for budgeting, accounting, financial analysis, advising and reporting for the entire PC&I and OE programs for the FDCC which includes approximately $2billion at any one time and contains up to 150 accounts in all stages of planning, design, construction, and follow-on activity. Resources managed include supplemental, single and multi-year funds. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

Qualifications
Applicant must have at least one year of specialized experience equivalent to GS 11 in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: budgeting, accounting, financial analysis, advising and reporting; maintaining familiarity with installed Finance Systems Modernization Solution (FSMS) computer systems, acting as a system administrator and point of contact for problem resolution for system users. Ensuring financial reports and analyses are prepared which measure the rate of expenditures against project status; preparing funding requests for overtime, Survey and Design, administrative and program construction and outfitting funds; Overseeing the execution of these budgets to ensure timely obligation before expiration of funds; Assimilating and interpreting inputs from various interrelated or unrelated sources, recommends changes in program spending which correspond to levels of program operation.
