This position is located at the Aleda E. Lutz VA Medica Center, serving as the TMS Domain/Learning Manager (DM/LM) for the Department of Veterans' Affairs' Talent Management System (TMS). TMS is a national program providing a single portal of access to all online educational programs, and the method by which all employees' training, both external to the VA and internal to the VA, will be recorded and tracked.

Duties

Major duties include, but are not limited to, the following: Serve as the facility level Domain Manager; Provide advice, guidance, and training to the service level TMS coordinators and is the primary contact and advocate for TMS; Create and maintain mandatory education assignment profiles on all staff/student job positions and assigns accordingly in the TMS; Participate substantially in coursework development or modification, and develops complete, full-length courses in well-established areas of a subject matter field; Perform work associated with the evaluation of TMS courses in training programs. Work Schedule: Monday to Friday; 8:00 am to 4:30 pm. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on Individual Occupational Requirements, your experience and/or education as described below: Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Experience: General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepares reports as required for the facility to respond to medical center suspense, track compliance with National and local mandatory training Link education curriculum with medical center mission and strategic directives; Deliver briefings regarding the online training environment as required to managers, supervisors, and other leaders; Create/manage online training environment accounts for non-employees as appropriate; Trains or ensures local online training environment administrators, specialty representatives, employees, staff, and supervisors are trained on the user interface; Participates substantially in coursework development or modification, and develops complete, full-length courses in well-established areas of a subject matter field. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 36 semester hours (i.e. beyond the first year graduate level education) is creditable towards meeting the specialized experience requirement. (TRANSCRIPTS MUST BE SUBMITTED). You will be rated on the following Competencies for this position: Computer Skills Education and Training Employee Development Interpersonal Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: ???????The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending, and lifting/carrying of light objects such as files, books, and papers. No special physical demands are required to perform the work.
