This HUD VASH Registered Nurse Manager position is located in Mental Health Service at the Leeds, MA location. This position is a full time position at 40 hours per week.

Duties

Our goal in the HUDVASH program at the VA Central Western Massachusetts is to promote an inclusive environment. We strive to provide services that reflect the diverse backgrounds of our nation's veterans. The nurse manager will be working with formerly homeless, newly housed veterans, working with a team to support patient engagement with medical and mental health services and to maintain housing in both an active care and supervisory role. The nurse manager will be responsible for medical case management of an assigned caseload as well as direct oversight of a small medical team including a nursing assistant, occupational therapist, RN and others as assigned. This will include overseeing work assignments, training, annual performance evaluation and clinical supervision as needed. Duties include but are not limited to: First line supervisory duties, serving as supervisor for all HUD-VASH medical staff, including other program RN's, nursing assistants, occupational therapists and other disciplines as assigned, up to 6 employees Provides medical oversight of assigned housing sites and medical case management for an assigned caseload, including frequent collaboration with primary care and specialty care, both internal and external to the VA Provides direct nursing care to assigned caseload as needed and appropriate Coordinates the activities and assignments of supervisees Responsible for staff performance management and annual performance evaluations Manages nursing care delivery and staff development Responsible for program development; establishes policies and procedures as needed for program development to improve the delivery of care Accountable for the administration and evaluation of all nursing activities in the HUD-VASH Program Work Schedule: Monday to Friday, 8:00 a.m. to 4:30 p.m. Compressed/Flexible Work Schedule: Not Authorized Telework/Virtual/Remote Work: May be authorized. Telework Ad-Hoc work can be performed on an as needed basis anywhere other than a VA facility or using VA-leased space (example: home) with prior authorization from supervisor. Relocation or Travel Incentives: Not Authorized Recruitment Incentives: Not Authorized Financial Disclosure Report: Not Required Promotion Potential: The selectee may be promoted to the next level or grade level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the higher level. Notifications: This position is a Bargaining Unit position. This position is covered by a special rate. Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Excepted Service. The salary is based on the grade and step approved for the selected candidate. The Professional Standards Board (a peer-review group) will recommend the grade and salary for new appointments based on the candidate's education and experience. For internal selectees being promoted, the board will determine grade and HR will determine step in accordance with policy.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Licensure: Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Recent experience with primary/ambulatory care services, specialty health care referrals, common medications, chronic health conditions, substance abuse and other mental health issues. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
