The primary purpose of this position is to serve as an Intelligence, Surveillance and Reconnaissance (ISR) Operations Planner, Joint Reconnaissance Center (JRC) in the Current Operations Division (J33) of USNORTHCOM J3.

Duties

Duties Supports the Director in planning and organizing activities of the Joint Reconnaissance Center. Provide ISR/IAA operational/intelligence analysis to support short and long-term strategic planning and operational activities that enable national agencies, USNORTHCOM staff elements, along with subordinate and/or component commands to proactively posture themselves in executing its mission and roles. Supports operational/ISR planning and operations for critical theater security cooperation program with foreign governments.

Qualifications

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledgeable and understands military strategic, operational and tactical concepts, principles and processes in all dimensions of ISR to provide technical analysis of short and long-term strategic planning activities. Knowledgeable of current military law, Joint doctrine, Joint plans, policies, and practice, as well as a comprehensive understanding of US government treaties, agreements, multi-lateral and bi-lateral international agreements, U.S. security requirements and arrangements and other pertinent laws, doctrine, policies, and procedures to support in the planning, organizing, and overseeing the activities of the Joint Reconnaissance Center. The ISR Operations Officer provides technical support to the Director in the management of the Joint Reconnaissance Center. Practical knowledge of a wide range of all services military technical methods, principles, and practices. Knowledge gained through experience and/or technical schooling in ISR mission, processes and procedures. This includes all applicable USNORTHCOM computer systems and the communications pathways by which data is Transmitted. Knowledge of analytical and evaluative methods to apply innovative and new ISR protocols and concepts to provide overall enhanced ISR support to USNORTHCOM mission sets. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to react in a high stress environment to intense domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the Government. 2. Knowledge of IAA/ISR/DSCA policies, principles, concepts, guidance, procedures, technical and operational areas. Skill in oral and written communication in order to negotiate and defend ideas and support operational concepts. 3. Knowledge of military law and doctrine; Joint policies and procedures; DoD, Services and Joint organizational structures; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as FEMA, OHS, DOJ, DOS, DOE, and EPA, etc. 4. Knowledge of military strategic and tactical concepts, principles, processes in all domains - air, land, maritime and civil support. Ability to plan, organize and direct the functions and staff of a small-sized organization. 5. Knowledge of the mission, roles, and functions of DOD and USNORTHCOM organizations to provide command level staff guidance and/or DSCA and Emergency Management activities and functions. Ability to develop operations and contingency plans in support of USNORTHCOM's objectives and mission. 6. Knowledge of relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
