This position is located in the Division of Administration, Acquisitions Services Branch of the Federal Deposit Insurance Corporation and provides support in the areas of contracting and acquisition management. Duties

Serves as a technical authority in shaping the Acquisition program. Manages acquisition Quality Assurance and Internal Control Programs.  Participates in the development of policy, procedures and operating instructions and the integration of Contract Administration activities with other programs. Supports various acquisition process improvements initiatives and activities as well as industry and government policy and procedural developments within the acquisition field. Serve as a member of project teams and work groups related to these and other acquisition initiatives. Prepares and makes presentations and briefings involving a wide range of matters, procedures or issues involving acquisition management and procurement activities.   Audience may involve the most senior boards or committees, to small groups internally, or to program offices. Performs a broad range of training and coaching duties involving all personnel within the section and project management personnel. Responsibilities include, but are not limited to, identifying, planning and reviewing training and development needs, applying resources, motivating and empowering employees, and managing change within ASB. Serves as the Senior Principal Contract Specialist for projects of the most complex or sensitive nature. Provides management support and participates, as necessary, in all aspects of the acquisition process from pre-award planning through post-award and contract administration. This includes, but is not limited to the review or preparation and issuance of solicitation documents, source selection guidance and the negotiation, drafting, execution, administration and closeout of contractual actions within established regulations, policies and procedures. Prepares and reviews acquisition strategies, source selection reports, technical and pricing objectives and negotiating strategies proposed. As required, participates in acquisition and negotiation strategy development assisting other contract specialist or serves as the chief negotiator. As the team lead, the incumbent performs the following: 1) Ensure that the organization’s strategic plan, mission, vision and values are communicated and integrated into the team’s strategies, goals, objectives, work plans and work products and services; 2) Communicate the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion; 3) Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor’s instructions on work priorities, methods, deadlines and quality have been met.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants must have a combination of Choices 1 AND 2, OR Choice 3 At least 4-years of experience in contracting or related positions. At least one year of that experience must have been specialized experience equivalent to the grade 14, or higher, in the Federal service as defined below; and  A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of accounting, business, finance law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR EXCEPTION:  Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. Experience:  To qualify, applicants must have completed one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service. Specialized experience is experience in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) planning, establishing, or reviewing contracts, programs, policies, or procedures; (4) developing acquisition strategies and directing or managing procurements.
