This position is located in the Office of the Executive Secretary, Office of the Secretary of State (S/ES). Under the general direction of the Executive Secretary, you will serve as Special Assistant with Chief of Staff responsibilities for executing complex and highly important assignments relating to all aspects of the activities of the office. You will serve in an advisory and facilitative role to help plan and execute the Executive Secretary's mission, vision, goals, and objectives.

Duties

Recognized as a technical authority on S/ES programs and policies, coordinates with the responsible offices to solicit input and review and revise management policies. Serves as point of contact for Office of the Executive Secretary management and staff for planning , managing, and collaborating on all program initiatives, daily operations and interactions, and long-range agenda items. Analyzes and advises on a broad range of highly complex and high visibility policy and program issues. Advises the Executive Secretary on strategies and methods for articulating and implementing S/ES, Department, and USG foreign policy goals, integrating goals with domestic policy initiatives, and facilitating effective relationships and communication Routinely joins the Executive Secretary in meeting with senior officials and represents the Executive Secretary in meetings elsewhere in the Department as required.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Obtain/maintain eligibility to access Sensitive Compartmented Information

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience ensuring that policies, processes, and programs are aligned with overall mission objectives and representing interests on program and policy matters to a wide range of audiences. Experience advising senior officials and providing strategic policy recommendations. Experience drafting documents that reflect detailed presentation, analysis, and well justified/substantiated recommendations. There is no substitute of education for specialized experience for the GS-14 position.
