Major duties in this position are identified in two categories: 1) complex purchasing that requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans, and occupies the majority of the duty time in this position 2) routine purchasing includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration
Duties
The incumbent has multiple levels of micro purchase threshold authority, and these micro purchase thresholds uniquely influence the major duties and responsibilities in this position, particularly the complex purchasing major duty. Purchase authority is established or changed when the incumbents VA Form 0242 is submitted and signed by VHA procurement authority based on the items purchased and their contract status. For non-national contract items the incumbent has a general micro purchase authority of $10,000. For national contract-based purchases when 38 U.S.C 8123 authority is delegated, by the Secretary for the Department of Veteran's Affairs, the incumbent has a micro purchase threshold of $100,000. This includes surgical implants and additional commodities which may be included as the authority is expanded. The 8123 authority was first authorized by the Secretary of the VA on October 5th, 2017, and the authority
specifically authorizes the incumbent the following provisions: 1) approval of non warranted individuals to establish purchase orders and use purchase cards to pay for such orders without regard to micro-purchase threshold limitations; and 2) approval of establishing written obligated purchase card orders and payments to vendors after the product has been used.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 07 position you must have served 52 weeks at the GS 06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to: providing patient care and support services to an adult population and serving as the point of contact for external customer service inventory needs and support; reviewing documentation for completeness and ensuring proper documentation has been provided to justify the issuance or request; communicating verbally and via written correspondence to clinical providers and other non-clinical administrative personnel both internal and external to the organization; balancing expenditures against obligations between programs and document all inventory and purchasing actions; monitors, receives, tracks, interprets, and analyzes obligations to ensure services are rendered as quickly as possible; performing for data collection used in preparing and submitting numerous reports; and, using office automation equipment such as, computer, word processor, facsimile/scanner machines, etc.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The incumbent works in a health care office with the possibility of contact with ill and diseased patients. Normal duties are performed in an office setting, which has adequate
heat, light, and ventilation; however, the incumbent must retrieve prosthetic items from various storage areas daily. The incumbent may on occasion, accompany the Site Manager and/or Prosthetic Representative on visits to the patients' homes or to a vendor for shop inspections. Incumbent has direct daily contact with patients and may handle equipment returned from Veterans with contagious diseases; hence, the incumbent is required to practice universal precautions in observance of normal safety practices with office equipment, prosthetics equipment & supplies; avoidance of trips and falls, and observance of fire regulations is required. The area is adequately lighted, heated, and ventilated.
