This position is located within the Business Office Service at White City, VA SORCC. My VA Health (MVH) is a Department of Veterans Affairs (VA) sponsored website and mobile app for veterans, their families, advocates, and VA employees. The Communications Specialist serves as the MVH manager and must be energetic, motivated, and able to work effectively with veterans, employees, and an array of veteran advocates and organizations.

Duties

Major duties include but is not limited to: Performs administrative work, which includes management of the My VA Health schedule and day-to-day plans Develops and updates a facility-specific MVH implementation plan to address local efforts and challenges in developing a mission/vision statement, establishing a local team, leading team efforts, identifying local providers as champions, and developing MVH roles and responsibilities Provides a structured format for tracking progress, including monitoring goals/activity status, establishing target dates for completion, identifying responsible parties, and submits status reports to medical center management Creates and uses a MVH implementation checklist for activities associated with each new release of MHV Facilitates and participates in local MVH training for all staff and interested veterans, including technical MHV training Serves as an advocate for veterans by promoting MVH and providing training and assistance to Veterans, their advocates and to employees and volunteers Works closely with clinicians, Chief of Staff, and/or the Associate Director to encourage involvement and knowledge of MVH information and for approval of marketing/training strategies Provides one-on-one or group training to providers on a regular basis to encourage involvement with the MVH Program and informs clinicians of new releases and time frames, as well as answers questions related to the MHV Program Develops, plans and implements training and education for VA staff/ Providers/ Volunteers on Web-based virtual modalities Plans and implements training/education for Veterans and other external stakeholders (public) on non-Telehealth Web-based virtual modalities Provides guidance/training to facility non-Telehealth Web-based virtual modality Champions concerning local challenges and opportunities Identifies and assists in implementing ways employees integrate non-Telehealth Office of Connected Care Programing into the Web-based virtual modalities and the foundational fabric of Veteran Centered Care Acts as a liaison or handles the communication with persons and/or groups speaking for the principal on administrative and enrollment issues Communicates and coordinates with groups external to the Medical Center Coordinates technical staff efforts to ensure related equipment are functioning and available to users Works closely with area staff to ensure that appropriate software is loaded and operational Collaborates with local and national Public Affairs Officers regarding materials presented to the public and employees for a variety of uses and settings Coordinates local reproduction and distribution of materials and develops and implements materials for marketing Formulates a marketing strategy from research, reports, products and organizational data Collaborates with the facility VERA Coordinator and service line leadership to identify and establish performance goals for billing and facility revenue /return on program investment Reviews, analyzes and submits all required monthly, quarterly and bi-annual and annual reports to the appropriate persons and committees Performs other related duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collects data and apply analytical and evaluative methods and techniques to identify and document trends and effectiveness; Facilitates and participates in local training for all staff and interested veterans; Coordinates local reproduction and distribution of materials OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Transcript required OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education beyond the the first full year (18 semester hours) . GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : Reviews and evaluate My VA Health information for approval and facilitate approval processing; Knowledge of readily available sources of information on the appropriate subjects including communication specialist resources and subject-matter experts; Develops content that interpret and articulate, and explain highly complex, potentially controversial and important agency policy, programs, and research findings; Posses practical knowledge of health care administration and communication management; Identifies areas requiring improvement and presents data to service line leadership for performance improvement implementation; Collect data and apply analytical and evaluative methods and techniques to identify and document trends and effectiveness; Facilitates and participates in local training for all staff and interested veterans; Coordinates local reproduction and distribution of materials and develops and implements materials for marketing OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have aPh.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcript required OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond beyond the the first 2 years (36 semester hours). The duties listed are at the full performance level of GS-11. Applicants hired at the GS-9 grade level will perform all duties of the position in at a developmental level. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Most work is performed in an office setting and the work is sedentary. Occasionally, the position will require standing, walking, lifting, and restocking of supplies (weighing 10 pounds or less). The work requires typical safety precautions in working with office equipment and avoiding accidents. The work may also require occasional local travel and out of town/state for required/suggested training. This work will require local travel to both VA sites and community sites and may include public speaking events.
