This Maintenance Mechanic Supervisor position is located in Facilities Management at the Manchester-NH VA. This position is full-time at 40 hours per week.
Duties
Duties include, but are not limited to:
Supervises, plans, coordinates, directs, and assists with the work operations of the Utilities Maintenance Shop.
Controls overall responsibility of, but not limited to the following utility systems; HVAC Systems, Potable Water System, Steam Distribution System, Sanitary Sewer System, Compressed Air Systems, and Medical Gas/Vacuum Systems.
Possesses extensive knowledge and experience in the program areas supervised (i.e., plumbing, pipe-fitting, refrigeration, air conditioning, welding, steam, and automated environmental management systems).
Determines material and equipment requirements, work sequences, knowledge in long-range and short-range planning and interpretation of drawings and specifications.
Demonstrates familiarity with all trades for maintenance operations and the ability to lay out any size assignment, utilizing the different utility trades.
Reads and interprets blueprints, manuals, NFPA, NEC, IPC, and all other applicable codes.
Possesses technical knowledge of electricity and electrical systems that support plumbing, heating, HVAC, and refrigeration systems.
Keeps abreast of new materials, tools, methods, construction techniques and building codes and adapts and establishes new methods and techniques to accomplish the work of the section.
Plans, organizes, and directs the working operation of subordinate employees, both effectively and economically.
Provides necessary inspections, documentation, follow-up action and training, as well as establishes, writes, and maintains procedures to effectively adhere to the requirements of Joint Commission, OSHA, VACO, VISN, and Medical Center.
Ensures full and complete documentation is maintained within all reports and correspondence.
Provides M&R Operations Supervisor, Maintenance Scheduler, and management with professional advice, assistance, and direction to properly operate the utility systems under his/her responsibility and to make changes to improve and/or repair systems and equipment.
Provides suggestions for improvement, cost savings, improved efficiency or better utilization of resources.
Assists the Engineering section, as needed, by providing professional input for project reviews and projects underway.
Supervises a complex group of dissimilar journeyman tradesmen in the accomplishment of their tasks.
Performs a variety of tasks involved with installing, modifying, troubleshooting, and repairing new and existing utility systems.
Maintains, repairs, and installs new and existing plumbing systems to include, but not limited to: high/ low pressure piping, sanitary sewer, steam heat, steam generation, circulating, vacuum, and condensate pumps, expansion tanks, radiators, lavatories, commodes, and water heaters.
Responds to emergent situations in a timely, efficient and effective manner, considering all available alternatives in solving the problem.
Ensures appropriate personnel maintain shops, storage, and equipment area appearance and kept free of trash and debris.
Ensures that work orders are completed within a reasonable time frame, depending on priority.
Conducts inspections of utility systems, per VA criteria, on a regular basis and initiates work orders for repair, as needed.
Serves as manager and custodian of the computer based Lock Out/Tag Out (LOTO) program and data base for the M&R section.
Conducts annual and mid-year performance appraisals in accordance with OPM and Medical Center policies.
Initiates personnel actions for reward or discipline, as required.
Prior to any appraisal, informs employee of any deficiencies in performance and allows the employee adequate time to take corrective action.
Requests for material and services are properly prepared and accounted for in a timely manner.
Acquires and maintains certification as a Contract Officer Representative (COR) to provide oversight for contracts assigned to the Utility Maintenance Shop and other areas, as needed.

Physical Requirements: The incumbent is required to perform the work while standing, stooping, bending, kneeling, or working with hands overhead. There is work requiring lifting and carrying of up to 50 pounds. In addition, it is sometimes necessary to work in cramped quarters, in small openings, on step ladders, in areas with dust, dirt, extreme heat or cold and in unventilated areas. Incumbent is subject to the hazards of working near energized steam lines and electrical lines as well as hazards when working with power and hand tools. Incumbent must be able to determine the cause of malfunctions and take the necessary steps to correct them in order to insure proper operations.

This position serves as the Maintenance Mechanic Supervisor for the Utilities Maintenance Shop in the Maintenance and Repair (M&R) Section of Facility Service at the Manchester VA Medical Center. The incumbent is a working supervisor under the general supervision of the M&R Operations Supervisor. The Maintenance Mechanic Supervisor is responsible for supervising, planning, coordinating, directing and assisting with the work operations of the Utilities Maintenance Shop. The incumbent has overall responsibility of, but not limited to, the following utility systems: HVAC Systems, Potable Water System, Steam Distribution System, Sanitary Sewer System, Compressed Air Systems, and Medical Gas/Vacuum Systems. Incumbent may be required to off-tour hours to include weekends, holidays, evenings or nights.
The Maintenance Mechanic Supervisor must possess extensive knowledge and experience in the program areas supervised (i.e., plumbing, pipefitting, refrigeration, air conditioning, welding, steam, and automated environmental management systems. He/she must be able to determine material and equipment requirements, work sequences and be knowledgeable in long-range and short-range planning and interpretation of drawings and specifications. Incumbent must possess a Universal Technician Certification in accordance with 40 CFR part 82, subpart F.
